R62397 <br /> Mashpee Board of Appeals <br /> Minutes <br /> Wednesday, May 28, 1997 - 7:30 P.M. <br /> The Mashpee Board of Appeals held a meeting on Wednesday, May 28, 1997 at 7:30 <br /> P.M, at the Mashpee Town Hall. Board members present were: Edward M. Govoni, <br /> Chairman; James E. Regan III;Vice Chairman, Cheryl A. Hawver, Clerk and Associate <br /> Members Robert G. Nelson, Richard T. Guerrera and Michael A. Makunas. James M. <br /> Dorgan was absent. Building Inspector William F. Hauck was in attendance. <br /> Dunkin' Donuts -Requests a Special Permit under Sections 174-25.E.1, 174-25.E.2 and <br /> 174-25.H.6 of the Zoning By-laws for a donut and coffee shop with an accessory drive <br /> through window and one retail store on property located in a C-2 zoning district at 401 <br /> Main St. (Map 28,Block 10)Mashpee, MA. (Owner of record: Amancio S, Correia). <br /> Members sitting: E, Govoni, J, Regan, M. Makunas <br /> Attorney Kevin Kirrane represented the applicant. He informed the Board that the plans <br /> have been revised to eliminate a separate retail store and the building size has been <br /> reduced from 3,300 square feet to 2,000 square feet with a drive-through window. He <br /> said 12 parking spaces are proposed and 29% of the site will be developed, The landscape <br /> plans have been expanded and additional trees were requested this evening at the Design <br /> Review meeting. Mr. Kirrane said the lot is zoned for C-2 use and what is proposed is a <br /> tow-impact use. <br /> Mr. Govoni read a request from DPW Director, Greg Taylor, asking for revised plans to <br /> show better drainage. Mr. Kirrane responded that the new plans included Mr. Taylor's <br /> recommendations, Mr. Govoni reviewed the proposed signage and Mr. Kirrane said the <br /> owner will conform to the recommendations of the Design Review Committee. Mr. <br /> Govoni said the"Drive Through" sign should be reduced in size and have a base with <br /> plantings and that the applicant will put up a mock sign before final approval. He said the <br /> sign will not be internally lit. <br /> Comments were received from members of the audience: <br /> five-year plan to presery <br /> Hazel Oakley: stated she was opposed because Mashpee has a e <br /> this area and she thought the Town was working with the Tribe. She said the plan <br /> includes a 12-acre parcel owned by the Town which is planned to be an Indian village. <br /> Ellen Hendricks: said she was a member of the Tribe and was opposed. She said traffic <br /> was a problem and the location needed a traffic light. <br />
