supported by the Town Planner. Uh. . .And at the time the <br /> Selectmen were negotiating uh. . .with New Seabury with respect to <br /> the details of the transfer. The Town Planner supported the <br /> transfer. This is a Town Planner who has been vigilant in terms <br /> of his concern with respect to groundwater of Mashpee . So, <br /> that ' s uh. . . a point that I think is important to make. <br /> The next point is that prior to our going ahead with this <br /> negotiation with the Town, uh. . . I went with Michael Grotsky, our <br /> company Engineer down to the Cape Cod Commission. And we met <br /> with the chief hydrologist and we explained to the chief <br /> hydrologist what our proposal was. And the chief explained that <br /> uh. . .our plan was to take all waste water treatment and put it <br /> outside the zone of contribution. And that uh. . .uh. . .we would be <br /> doing all catch basins with the appropriate DEP uh. . . filters . <br /> And we said, "What is your opinion on this?" He said, "There is <br /> no problem as long as you take the waste water out of the zone of <br /> contribution and uh. . .do the catch basin filters. And uh. . .we <br /> said, "Is there anything else?" "No, there' s nothing else. " In <br /> addition to that, we have to comply the role of DEP uh. . . <br /> regulations with respect to uh. . .any development done here. And <br /> uh. . . I think you all know that the hurdles the DEP provides are <br /> significant and certainly uh. . . the ground water being as <br /> important a. . . an issue. . .an issue and public interest as it is, <br /> that uh. . .uh. . . the DEP is going to be looking out for the public <br /> interest in that regard. <br /> The Chairman recognized Russell Babcock. <br /> Russell Babcock: Mr. Chairman. One area that we have not <br /> addressed is the surface run off . Most lead in water supplies <br /> comes from the rubber tares off of cars . In other words the. . . <br /> as the rubber wears off on a tire, why the lead which is in the <br /> rubber, it ' s a. . . it ' s a rather large portion that they mix to <br /> make tires ends up on the surface and it will end up in the <br /> ground water ultimately. We've had such a high concentration <br /> building. . .uh. . .building in this area and obviously at high <br /> concentration of vehicles, this poses another hazard. <br /> If a hazard is not present than we can' t have a public <br /> health disaster. It ' s that simple. <br /> The Chairman: Uh. . .The. . .The Board. — the only jurisdiction <br /> we really have is to find out whether the. . .you know, not that <br /> I . . . I don' t want to, is that . . .was is proper to appeal the <br /> Build—Building Inspector' s Decision. And we can only look at <br /> it at a. . .at a. . .on a legal basis and uh. . . if, whichever way the <br /> decision goes, we' re going to naturally take a lot of weight from <br /> our Town Counsel on. . . legally where we stand on this thing.
