Board of Appeals Minutes - July 24, 1996 3. <br /> Half Tide Marina - Requests a Special Permit under Section 174-25.G.9 of the Zoning By- <br /> laws for open lot storage of boats in an I-1 zoning district on property located at 57 <br /> Industrial Drive (Map 88, BIock 24) Mashpee, MA. (Owner of record: Richard P. and <br /> Mary A. Crowley). <br /> Members sitting: E. Govoni, J. Regan, C. Hawver <br /> Attorney Robert A. Romero, Jr, represented the Marina. He presented revised plans that <br /> reduce the size of the lot which will be used for boat storage. The plans include the <br /> enclosure of 39,800 square feet to be used for open lot storage of boats. He explained that <br /> there will be no washing, painting and repair-- it will only be passive storage. He said he <br /> had reviewed the proposal with the Town Planner, Fire Chief, Director of Public Works <br /> and the Water District. He said they would comply with the Fire Chief's request for <br /> phone service at the site, compliance with the fire protection standards for marinas and <br /> boatyards for dry storage of boats, and maintenance of corridors at least 20 feet wide to <br /> allow access of fire department vehicles. He said the Fire Chief had recommended that <br /> boats be stored with full fuel tanks but that the Water District was concerned with spills. <br /> The Water District requested the right to inspect the site. The owner has agreed to this <br /> request. <br /> Attorney Romero noted that one letter in opposition was received from an abutter <br /> regarding the Covenants in the Industrial Park and a letter from Richard P. Crowley, <br /> owner of the subject lot, was received rebutting this letter. Attorney Romero stated that <br /> this correspondence did not relate to zoning issues. <br /> Mr. Govoni asked how many boats would be stored and if racks were going to be used. <br /> Mr. Scozzari, the owner, said there would be no rack storage and large boats would be on <br /> blocks and smaller boats would be blocked in the corners. Mr. Govoni asked about <br /> winterization and Mr. Scozzari said this would not be done on site. <br /> Mr. Govoni asked about landscaping of the buffer zone to screen from the neighbors in <br /> the rear and said he thought the applicant should go to Design Review. <br /> David Rich Jr., Operations Manager of the Mashpee Water District, said he was <br /> concerned that the plugs stay in the boats and that is why he asked for permission to <br /> inspect, Mr. Govoni asked if this was in Zone 2 of the Holland Mills well site and Mr. <br /> Rich confirmed this and said it was not within the Mashpee Water Resource Protection <br /> District. <br /> There was discussion of the shrink wrapping which includes outboard motors.
