r <br /> Board of Appeals Minutes - November 18, 1992 2 . <br /> Attorney Kevin Kirrane and Engineer John Slavinsky <br /> represented the applicant . Mr. Kirrane explained that they <br /> had appeared before Design Review with the plans and that <br /> Greg Taylor, DPW director had some questions on the parking . <br /> Mr . Taylor stated he had concerns on the site drainage and <br /> direction of traffic . Mr . Kirrane presented revised plans to <br /> address these concerns . Mr. Slavinsky explained that they <br /> had allowed 176 ' from Route 151 . Mr. Taylor suggested <br /> signage for traffic direction and he wanted separation of <br /> entrance and exit lanes . Mr. Makunas asked if Mr . Taylor was <br /> interested in any plans for a bicycle path or deceleration <br /> lanes and Mr. Taylor said he was not . Mr. Kirrane presented <br /> a revised plan to bring the two entrances closer together and <br /> further from 151 . The Board determined that a smaller island <br /> at the entrance could improve traffic flow . <br /> There was discussion of the land across from the site on <br /> Route 151 and Mr. Govoni explained that this was commercial <br /> zoning but in the Groundwater Protection District and would <br /> be difficult to develop . Mr. Govoni asked for a landscape <br /> estimate to determine amount of a landscape bond to be <br /> posted . <br /> Mr. Govoni moved to grant the Special Permit . Mr. <br /> Makunas seconded . All agreed . Mr. Friel stated that the <br /> decision should be referenced by Plan 43092 revised October <br /> 29, 1992 and subject to a landscape bond in an amount to be <br /> determined . <br /> Charles M . Talanian TR .- - Notice is hereby given that the <br /> Board of Appeals will hold a Public Hearing for the purpose <br /> of accepting new testimony on the application of Charles M . <br /> Talanian TR. for a Modification of the terms of Special <br /> Permit 84-03-01 extended most recently by Special Permit 92-9 <br /> Said application was previous heard on July 29, 1992 . <br /> ( Continued from September 23, 1992 ) . <br /> Members sitting : J . Friel , M. Makunas, E. Govoni <br /> Attorney Kevin Kirrane represented the applicant . He <br /> said the Board had requested some outline for the use of the <br /> site and plans were presented for the flea market and parking <br /> space . He said there were no plans for paving the parking <br /> area but would provide a hardened surface and plantings of <br /> grass . Plans also showed relocated entrances from Donna ' s <br /> Lane and Route 28 . Mr. Mindick asked when Donna ' s Lane would <br /> be constructed and Mr. Talanian said it might be spring but <br /> would depend on willingness of the abutters to also pay 50% <br /> of the costs . Mr . Makunas asked for the location of power <br /> line easement and said this could affect parking . <br />
