Board of Appeals Minutes - February 26, 1992 2 . <br /> detail officers at the site . In 1991 there was one paid detail <br /> officer at the site . Chief Frye also complained of a vendor <br /> selling fireworks illegally . <br /> Mr. Jansson reviewed the memo from the Town Planner suggesting <br /> many improvements . He said that these improvements would cost <br /> several hundred thousands of dollars to complete and would be <br /> economically unfeasible . He explained that it has never been <br /> the intention to continue operating this flea market on a <br /> permanent basis, nor does the Special Permit allow this on a <br /> permanent basis . Economic conditions are not conducive to any <br /> development at this time . He said it would not ' be sensible to <br /> make " any long-term capital improvements until it is known how <br /> the land is to be used . He questioned why the Town Planner had <br /> never called him to discuss any of the flea market operations <br /> in the past seven years , <br /> He said the only change is Donna ' s Lane since the Town has now <br /> taken it by eminent domain. He said that certain promises had <br /> been made to Mr . Talanian at the taking which had not been met <br /> and litigation is now pending . <br /> Mr. Makunas reviewed the correspondence in the file -- letter <br /> from Chief of Police, DPW, Board of Health, abutters , <br /> and Town Planner . Mr . Makunas also mentioned a proposed Town <br /> by- law which would impose vendors fees on those participating <br /> in the flea market . <br /> Vernon Thomas, a Mashpee resident, spoke in favor of the Flea <br /> Market . Annette Collins, a Falmouth resident, said her family <br /> enjoyed it every weekend . <br /> Mr , Friel asked for a copy of the lease. He asked about <br /> structures remaining up when the flea market was closed -- the <br /> tents and metal structures . Mr. Boyd explained that some of <br /> the metal frames are not legal structures . Mr. Friel <br /> commented on the drainage problems on Donna ' s Lane . Mr . <br /> Jansson explained that the taking of Donna ' s Lane took all of <br /> the corner where the problems are . <br /> Mr . Makunas said he would like to make recommendations on the <br /> requirements : <br /> 1 . Traffic. control - amend this to reflect Chief Frye ' s <br /> comments ( 2 ) <br /> 2 . Loudspeaker system - complaints of noise beyond the <br /> property . System not to be used except for emergency . <br /> 3 . No music ( 7 ) <br /> 4 . Trash - make operator of Flea Market be responsible <br /> for trash pickup on a daily basis <br />
