Board of Appeals Minutes - February 26, 1992 3 .
He said the suggestions from the Town Planner are essentially
the improvement of Route #28 . Mr . Jansson said they were
objecting to the suggestion of traffic signals, traffic
improvements, etc . Mr . Fudula proposed that a curb cut be
eliminated and Mr . Talanian would not surrender this curb cut
since future plans for its use are not known .
Mr . Makunas discussed abutter comments on parking
off-property, particularly Great Neck Road . He asked about
signage for. No Parking . He suggested that signage. for No
Parking be maintained by the petitioners on Route 28 as well
as Great Neck Road . Mr . Jansson stated that signage on Great
Neck Road might be a problem since Mr . Talanian does not own
the land .
Mr. Friel stated that he would like to see participation by
the abutters in the signalization of Donna ' s Lane and Route 28
and some improvements to the area . Mr. Makunas said that it
was suggested by the Town Planner that the Flea Market
participate in 25% cost of the signalization but it is not
known from year to year if the applicant can benefit .
Mr . Friel said he thought the Board had encouraged Mr .
Talanian to apply for the permit last year.
Mr . Talanian replied that part of the decision for not
applying was the long route that would have to be taken on the
application . He said he thought the Board had the power to
transfer the permit to his name . He said he would have to
rely on his letter from Town Counsel Reardon, dated September
18, 1991 , notifying him of the taking . He did not feel Mr.
Fudala ' s memo should be considered in this hearing since Mr.
Reardon ' s letter stated that the appraisers had said the loss
of value of the land taken would be offset by the value of the
road frontage acquired .
Mr. Friel said his concern was the traffic in and out from
Route 28 . Mr. Makunas asked if there were other conditions to
be discussed and read the Board of Health memo that said they
were willing to reconsider the sale of food at the flea
market . He reviewed conditions and amended #2 so that the
Board requires two police officers and that the Chief has the
option to increase or decrease , #7 , loud speakers to
emergency use only . #11 - debris removed on a daily basis
from abutting properties and #14 food sales be confined to the
Fabio ' s food concession . #17 . Building Inspector should
review the operation for 1992 .
Mr . Makunas noted that the flea market has become very
successful and has increased the traffic and congestion and
the owners should take the responsibility for that . Route 28
is going to change in the next couple of years and the
abutters should take the financial responsibility to improve
