Board of Appeals Minutes - February 26, 1992 3 . <br /> He said the suggestions from the Town Planner are essentially <br /> the improvement of Route #28 . Mr . Jansson said they were <br /> objecting to the suggestion of traffic signals, traffic <br /> improvements, etc . Mr . Fudula proposed that a curb cut be <br /> eliminated and Mr . Talanian would not surrender this curb cut <br /> since future plans for its use are not known . <br /> Mr . Makunas discussed abutter comments on parking <br /> off-property, particularly Great Neck Road . He asked about <br /> signage for. No Parking . He suggested that signage. for No <br /> Parking be maintained by the petitioners on Route 28 as well <br /> as Great Neck Road . Mr . Jansson stated that signage on Great <br /> Neck Road might be a problem since Mr . Talanian does not own <br /> the land . <br /> Mr. Friel stated that he would like to see participation by <br /> the abutters in the signalization of Donna ' s Lane and Route 28 <br /> and some improvements to the area . Mr. Makunas said that it <br /> was suggested by the Town Planner that the Flea Market <br /> participate in 25% cost of the signalization but it is not <br /> known from year to year if the applicant can benefit . <br /> Mr . Friel said he thought the Board had encouraged Mr . <br /> Talanian to apply for the permit last year. <br /> Mr . Talanian replied that part of the decision for not <br /> applying was the long route that would have to be taken on the <br /> application . He said he thought the Board had the power to <br /> transfer the permit to his name . He said he would have to <br /> rely on his letter from Town Counsel Reardon, dated September <br /> 18, 1991 , notifying him of the taking . He did not feel Mr. <br /> Fudala ' s memo should be considered in this hearing since Mr. <br /> Reardon ' s letter stated that the appraisers had said the loss <br /> of value of the land taken would be offset by the value of the <br /> road frontage acquired . <br /> Mr. Friel said his concern was the traffic in and out from <br /> Route 28 . Mr. Makunas asked if there were other conditions to <br /> be discussed and read the Board of Health memo that said they <br /> were willing to reconsider the sale of food at the flea <br /> market . He reviewed conditions and amended #2 so that the <br /> Board requires two police officers and that the Chief has the <br /> option to increase or decrease , #7 , loud speakers to <br /> emergency use only . #11 - debris removed on a daily basis <br /> from abutting properties and #14 food sales be confined to the <br /> Fabio ' s food concession . #17 . Building Inspector should <br /> review the operation for 1992 . <br /> Mr . Makunas noted that the flea market has become very <br /> successful and has increased the traffic and congestion and <br /> the owners should take the responsibility for that . Route 28 <br /> is going to change in the next couple of years and the <br /> abutters should take the financial responsibility to improve <br />
