Board of Appeals Minutes - February 26,. 1992 6 . <br /> Mr . Makunas said he was impressed with the plans for the <br /> building and the landscaping but had concerns about the <br /> traffic and Donna ' s Lane . Mr. Storrs said traffic would not <br /> be as great as expected of a McDonald ' s . He said the <br /> economics of the project clearly do not support the <br /> improvements to Donna ' s Lane and Route 28 proposed by the Town <br /> Planner but the Donna ' s Lane issue has to be resolved , <br /> Mr . Makunas stated that the traffic is an unsafe situation <br /> since there is no provision for making turns and the problem <br /> had existed when Pickwick ' s was open and must be addressed . <br /> He said that collectively this should be done . He questioned <br /> if anyone had access to Donna ' s Lane . Mr. Storrs said the <br /> taking could not eliminate the viable use of the property . Mr. <br /> Makunas suggested the issme of slow down lanes and traffic <br /> controls should be addressed on a long range basis . Attorney <br /> Ford asked if it would help if they had some traffic <br /> engineering before the next meeting . Mr, Makunas said they <br /> had traffic studies from McDonald ' s . <br /> Mr . Friel discussed the recommendation of using the curb cut <br /> on the motel property . There was discussion of when the state <br /> would be doing improvements to Route 25 and Greg Taylor said <br /> they would be repaving and putting in a conduit . Mr. Storrs <br /> said it was difficult to address capital improvements until <br /> the land was further developed and that he thought the <br /> McDonald ' s plans made no economic sense . Mr. Makunas said the <br /> long-ranee plans should be made now, <br /> Mr . Friel said his concerns were with the curb cuts and Route <br /> 28 and Mr . Ford said the state has the only authority on Route <br /> 28 and cited a court case in Plymouth reversing a Board of <br /> Appeals requirement to build a road . Mr. Makunas asked Mr. <br /> Storrs to address the issue of traffic control . He also said <br /> they should have access to the hotel property without going on <br /> Route 28 . He asked for a five-year plan . Mr . Storrs said that <br /> if signalization is an immediate requirement it would be <br /> impossible to continue with the application, Mr. Makunas said <br /> that if Donna ' s Lane does not become a public way the issue <br /> would change , There was discussion of cost of signalization <br /> and Mr . Makunas said each of the owners of the four corners <br /> should ay 25% . Mr . Storrs said the restaurant project could <br /> . not support this . Mr . Makunas also suggested plans include <br /> deceleration lanes . <br /> Mr . Friel moved to continue the hearing to March 11 . Ms . <br /> Hawver seconded . All agreed . Mr. Friel asked for <br /> clarification on the septic system, ownership, curb cuts and <br /> traffic , <br />
