Board of Appeals Minutes - February 12, 1992 4 . <br /> Zonin_cArticle - Virginia Landry asked the Board members to <br /> . support the zoning article being submitted for Popponesset . <br /> William Covell - Mr. Covell asked the Board for information <br /> on Comprehensive Permit procedures . He said the Selectmen <br /> had rejected his application under the Local Initiative , <br /> Program but there might be some possibility of another 40B <br /> application. There was discussion that there might be a need <br /> for affordable housing for the elderly but there was plenty <br /> of inexpensive housing in Mashpee . Mr . Makunas said Falmouth <br /> was having difficulty getting qualified people to participate <br /> in their affordable housing . <br /> Mr . Govoni stated that much affordable housing was not really <br /> done for the benefit of the community but simply to by-pass <br /> zoning by- laws . Mr. Covell said he had been involved in many <br /> cases before the Housing Appeals Board and when the issues <br /> were health and safety the Board was usually on the side of <br /> the Town . When the issue was density the Board was usually <br /> on the side of the developer and the project does not have to <br /> be as perfect as a Planning Board might like . Mr. Covell <br /> said he was investigating other options . He questioned if <br /> the odd zoning on the Route 130 site would be a unique <br /> situation which could be granted a variance . Mr . Makunas ' <br /> said corrections in odd zoning were corrected at Town <br /> Meeting . <br /> Mr . Makunas questioned distance from the Otis runways and <br /> said there was a report discouraging high density <br /> development . There was discussion of the regulations -of the <br /> groundwater protection district and Mr. Covell said he <br /> thought that could be resolved . Mr. Makunas asked if <br /> municipal land could be used in computing the formula of <br /> nitrate levels and Mr. Covell said the Town ballfield could <br /> be dedicated for that use . He said they were also looking <br /> into acquiring additional land . <br /> Mr . Friel moved to adjourn at 9 ; 15 . Ms . Hawver seconded . <br /> All agreed . <br /> Elinor Walsh <br />
