4 <br /> Board of Appeals Minutes - March 2 , 1994 3. <br /> Mr , Makunas moved to grant the permission to withdraw the three <br /> Variance petitions without prejudice . M . Hawver seconded. <br /> All agreed. <br /> Discussion: Mr. Govoni joined the Board. <br /> Flea Market - Albert Wiseman explained that he would be the <br /> manager of the Flea Market in 1994. He said he planned to have <br /> five to seven people on duty policing the market and <br /> controlling parking, This will be done by a radio system. He <br /> Plans to charge $1 oar for parking and if there is any back up <br /> he will suspend the charge, He said his personnel will prevent <br /> parking on private roads *' The restaurant will be rebuilt and <br /> new signs are planned. He said that the fact haat the tents <br /> cannot stay up overnight is a problem and wanted the Board to <br /> allow this . He also wants to have a night watchman on the <br /> property. <br /> i <br /> Mr. Megan said that there iS still trash on' the property and i <br /> has blown onto adjoining land. fir. Wiseman said he will have <br /> the manpower to keep the area clean. Mr . Regan said he had <br /> also witnessed people sleeping in cars overnight . Mr. Makunas <br /> stated that the parking charge will result in people parking <br /> off premises. <br /> Mr. Makunas said the original permit was for a simple flea <br /> market without poles and tents and Mr. Wiseman said it has now <br /> changed. Mir. Makunas said if a structure is put up it becomes <br /> permanent place of business and should be in a shopping <br /> center and come under different zoning ordinances . Mr . Regan <br /> said he objected to the parking fee. Mr . Makunas asked how <br /> off-premise parking will be handled. Mr. Wiseman said he would <br /> tow cars and Mr. Makunas said he would have t <br /> post all of the <br /> land. Mr. Regan said that, Mr . Wiseman would have to work with <br /> the Selectmen' s office since the fee payments from 1993 were in <br /> arreai • 'there was discussion of noise from the market and M r ■ <br /> Wiseman said he would not be using the P ,A. system but will <br /> have a radio system between employees . Mr . Hauck and Mr . <br /> Govoni said the Permit would have to be modified to allow for a <br /> night watchman and tents to remain in place .' <br /> Mardi 23,■_ 1994 meeting Mr• Govoni moved to cancel the <br /> meeting.
