4 Board of Appeals Minutes - March 2 , 1994 3. Mr , Makunas moved to grant the permission to withdraw the three Variance petitions without prejudice . M . Hawver seconded. All agreed. Discussion: Mr. Govoni joined the Board. Flea Market - Albert Wiseman explained that he would be the manager of the Flea Market in 1994. He said he planned to have five to seven people on duty policing the market and controlling parking, This will be done by a radio system. He Plans to charge $1 oar for parking and if there is any back up he will suspend the charge, He said his personnel will prevent parking on private roads *' The restaurant will be rebuilt and new signs are planned. He said that the fact haat the tents cannot stay up overnight is a problem and wanted the Board to allow this . He also wants to have a night watchman on the property. i Mr. Megan said that there iS still trash on' the property and i has blown onto adjoining land. fir. Wiseman said he will have the manpower to keep the area clean. Mr . Regan said he had also witnessed people sleeping in cars overnight . Mr. Makunas stated that the parking charge will result in people parking off premises. Mr. Makunas said the original permit was for a simple flea market without poles and tents and Mr. Wiseman said it has now changed. Mir. Makunas said if a structure is put up it becomes permanent place of business and should be in a shopping center and come under different zoning ordinances . Mr . Regan said he objected to the parking fee. Mr . Makunas asked how off-premise parking will be handled. Mr. Wiseman said he would tow cars and Mr. Makunas said he would have t post all of the land. Mr. Regan said that, Mr . Wiseman would have to work with the Selectmen' s office since the fee payments from 1993 were in arreai • 'there was discussion of noise from the market and M r ■ Wiseman said he would not be using the P ,A. system but will have a radio system between employees . Mr . Hauck and Mr . Govoni said the Permit would have to be modified to allow for a night watchman and tents to remain in place .' Mardi 23,■_ 1994 meeting Mr• Govoni moved to cancel the meeting.
