BYLAW REVIEW COMMITTEE MEETING <br /> WEDNESDAY,JANUARY 24,2018 <br /> MASHPEE TOWN HALL—TOWN CLERK'S OFFICE <br /> ]Present: Edward Larkin,Deborah Dami, Margaret Santos, and Andrew McManus. <br /> Absent: Paul Robillar& <br /> Also Present: Michael Mendoza—Building Commissioner <br /> Jonathan Furbush—Zoning Board of Appeals {ZBA} <br /> William Blaisdell—Zoning Board of Appeals {ZBA} <br /> Ed Larkin, Chairman, called the meeting to order at 4:30 p.m. <br /> Approval of Minutes <br /> Motion: Deborah Dami motioned to approve the minutes of the January 10, 2018 Bylaw <br /> Review Meeting; and Andrew McManus seconded this motion. <br /> VOTE: 4-Yes. Unanimous. <br /> Andrew McManus - yes Edward Larkin—yes <br /> Margaret Santos—yes Deborah Dami -yes <br /> Discussion with ZBA members regarding Bylaws imoacting ZBA <br /> Mike Mendoza, Jonathan Furbush and Bill Blaisdell provided 5 drafted Articles that they <br /> would like to submit for May Town meeting which would change the following zoning <br /> bylaws: <br /> 174-17—Continuance Extensions' Alterations. ZBA is proposing deleting and <br /> replacing with new verbiage, The change gives the Building Commissioner authority to <br /> issue permit as long as it meets zoning. <br /> 174-17.1 Raze and Replace. This would be an added new section that would clarify, <br /> under the law,the ZBA authority to review and evaluate existing homes to be torn down <br /> and rebuilt which may or may not meet the requirements under the existing Zoning <br /> Bylaws. <br /> 174-25 l 9 ---Fixed and floating piers... ZBA is proposing deleting and replacing with <br /> new verbiage with would rely on approvals from.the Conservation Commission, Shellfish <br /> Commission,the Waterways Commission, and the Harbormaster. These environmental <br /> agencies are better suited to handle this type of use so this wording leaves approval with <br /> them and eliminates duplication since ZBA merely rubber stamps approval. <br /> Drew McManus exited the meeting at 4:45 p.m. <br />
