Discussion with ZBA members regarding Bylaws impacting ZBA continued <br /> &174-33 — Setbacks from water and wetlands. ZBA is proposing deleting the current <br /> language and replacing with new verbiage. Under Bylaws, Conservation addresses this <br /> .and applying to ZBA is just a duplication of the approval process. This eliminates going <br /> to ZBA. <br /> X174-37 —Industrial Zone Parking. ZBA is proposing to add a sentence to this bylaw <br /> that would allow parking in front of a building in an industrial zone. Jonathan Furbush <br /> said it doesn't make sense to not allow parking in the front in an industrial zone. <br /> Mike Mendoza said these 5 items that ZBA proposes changing are top priority to be <br /> considered because these are repetitious, create duplication, and/or are outdated bylaws <br /> that are causing a lot of lost time with meaningless duplication of effort. <br /> Ed Larkin said that in view of the urgent need for these bylaw changes, they should go <br /> forward with submitting the Articles by the February 12th deadline and present at May <br /> Town Meeting for approval. In addition, Ed commented that there was no need for them <br /> to have presented to the Bylaw Review Committee for review, since it was up to ZBA to <br /> decide submission to May Town Meeting. <br /> Mike Mendoza submitted a proposal for a section to be placed in the Zoning Bylaws---- <br /> namely, §174-57--Violations and Penalties and a proposal for §174-1 Violation and <br /> Penalties to be placed in the General Bylaws. Mike said these suggested proposed <br /> changes, along with other suggested changes he made at an earlier meeting with Bylaw <br /> Review Committee, can wait for submission by Bylaw Review Committee to Town <br /> Meeting. <br /> Finally, Mike again repeated his suggestion that the Bylaw Review Committee review the <br /> Zoning Bylaw Table of Use Regulations §174-25 (Page 31) since so many of these <br /> prohibit use in industrial zone that are not logical. He left 4 pages from the Use Table <br /> with some of the areas highlighted for the Bylaw Review Committee's reference. <br /> Subdivision Board of A eals Committee <br /> Ed asked Jonathan Furbush and Bill Blaisdell if they were in agreement that §3-44 of the <br /> General Bylaws appointing a Subdivision Board of Appeals Committee be deleted since <br /> that committee has never met, Both Jonathan and Bill agreed it should be deleted. <br /> Ed thanked Mike Mendoza, Jonathan Furbush and Bill Blaisdell for coming to the <br /> meeting and for everything they did in putting the draft Articles together for May Town <br /> Meeting. <br /> 2 <br />
