Mashpee Board of Appeals Minutes - September 25, 1991 3. <br /> Upon motion duly made and seconded the Board of Appeals voted <br /> unanimously to grant the Special Permit subject to the conditions of <br /> the Mashpee Water District and the Board of Health. <br /> Capeline Marine Services - Request a Special Permit under Sections <br /> 174-25.E.3 and 174-26.F.2 of the Zoning By-laws for permission to <br /> operate a business for the storage and sale of boats and trailers <br /> -in a C-2 zoning district on property located at 400 Main Street <br /> (Map 36, Block 10) Mashpee, MA. (Owner of record: William J. and <br /> Maryann Fontana) . <br /> Members sitting: W. Hanrahan, M. Makunas, C. Hawver <br /> Russ McCarthy represented the applicant and explained that he <br /> was leasing the land for boat storage. He presented plans of his <br /> business to the Board and stated that he had not submitted engineer's <br /> plans since preparation of them would be expensive. He asked for <br /> approval of the application so that he could then prepare plans. <br /> He asked for a modification of the application to include repairs <br /> of boats and a 90-day extension. He plans a building 30' x 32' on <br /> the site to be used for boat repair. <br /> Mr. Friel stated that the Building Inspector had issued a stop <br /> work order and asked why the applicant initiated the work before coming <br /> to the Board of Appeals. Mr. McCarthy said a permit was not required <br /> for the fence. Mr. Friel stated there had been major clearing of the <br /> land without a permit. Dan McCarthy, father of the applicant, said <br /> he had discussed the project with the Building Department. There was <br /> discussion of the lack of any dimensional boundaries on the land. <br /> Ms. Hawver asked what new services were planned at the site and <br /> Russ McCarthy said he develops new gadgets. Mr. Hanrahan read a memo <br /> from the Board of Health expressing concerns on fuel spills on stored <br /> boats. <br /> Melbourne Cragwell, an abutter, spoke in opposition since he <br /> thought pollution was possible near a cranberry bog and the flume and <br /> Mashpee River. He stated the fence and the storage of boats would be <br /> an eyesore and would not add any potential to the area. <br /> Peter DeNuncio, a neighbor, asked if aircraft engines would be <br /> overhauled and if boat charters were planned from the site. Mr. McCarthy <br /> responsed that he had no plans for either of these uses. Mr. DeNuncio <br /> asked if a modification of a permit would be required for any expansion <br /> of use and Mr. Hanrahan stated it would be required. Mr. DeNuncio said <br /> he thought the fence detracted from the ambiance of the area. <br /> Earl Mills, Jr. , an abutter, stated that he owned the cranberry <br /> bog in the vicinity and was concerned about pollution to the river <br /> from gas spillage or fiberglas work. He expressed concern about the <br /> barbed wire on the fence and felt it detracted from the entrance to <br /> is Mashpee on Route 130. <br />
