TOWN OF MASHPEE <br /> BOARD OF APPEALS <br /> Minutes <br /> May 15, 1991 <br /> The Mashpee Board of Appeals held a meeting at 7:30 P.M. on <br /> Wednesday, May 15, 1991 at the Mashpee Town Hall. Board members <br /> present and acting throughout were: Cheryl A. Hawver, Chairman; <br /> Michael A. Makunas, Vice-Chairman; William J. Hanrahan, Cleric; <br /> and Associate Members Edward M. Govoni, John J. Friel and B. Thomas <br /> Christian. Building Inspector Douglas S. Boyd was in attendance. <br /> Little River Boatyard - continuation of Public Hearing of <br /> January 23, 1991. The applicant requests a Special Permit under <br /> Sections 174-3 and 174-25.E.5 of the Zoning By-laws for the construction <br /> of an enclosed building for storage of boats on land in an R-3 <br /> zoning district on property located at 15 Riverside Road (Map 119, <br /> Block 88.) Mashpee, MA. (owner of record: William E. Burtis) . <br /> Members present: C. Hawver, M. Makunas, W. Hanrahan, E. Govoni, <br /> J. Friel, T. Christian <br /> Attorney John Connolly represented the applicant. He explained <br /> that the application was for the reconstruction of a rack storage <br /> building constructed a few years ago and reviewed the zoning on <br /> the site and the fact that a boat yard had been operating there <br /> for at least 70 years. He reviewed plans to have the building <br /> reduced in size by 40' . <br /> The application was referred to the Cape Cod Commission and <br /> determined to be a Development of Regional Impact. The applicant <br /> filed a petition for a DRI Hardship Exemption and the Cape Cod <br /> Commission approved the exemption with conditions on May 9, 1991. <br /> Mr. Connolly stated that the Cape Cod Commission had directed <br /> that the 40' be reduced on the front of the building rather than <br /> the back which is closest to Little River and that boat capacity <br /> would be 64 boats in rack storage and 29 wet slips per Praman <br /> Engineering Plans of 4/23/91 and 4/29/91. <br /> He said that the Cape Cod Commission was concerned with water <br /> runoff, collection of waste oil and the effect on Little River <br /> and the Boatyard had submitted hazardous waste plans and a pumping <br /> out schedule. He said the dry wells will be changed and that <br /> the Commission has required that a bermed containment system for <br /> the rack storage building be installed. <br /> Mr. Connolly reviewed plans for an upgrade of the existing <br /> gas tank and said that a fire suppression system will be installed <br /> when town water is available. <br /> :1 <br />
