Board of Appeals Minutes - May 15, 1991 2. <br /> Mr. Connolly stated that the Cape Cod Commission left the issue <br /> of boat storage on land to the Board of Appeals and explained that <br /> some boats cannot fit into the rack -- sailboats and larger boats-- <br /> and there is a necessity for land storage. He said the boats stored <br /> on land are not transient boats but may be there for repair. <br /> He reviewed the parking requirements and the landscaping plans. <br /> Ms. Hawver asked for comments from those in the audience. <br /> Kay Perry - asked if the Board of Appeals could limit the hours <br /> of operation of the fork-lift to 9 A.M. to 8 P.M. She asked for <br /> a limit on the land storage of boats, parking and questioned who <br /> would enforce the conditions of a Special Permit. <br /> Douglas Boyd, Building Inspector - .said it was his responsibility <br /> to enforce. <br /> Virginia Driscoll - said she was opposed to the granting of a Special <br /> Permit, would like the building reduced by one more bay, that the <br /> applicant had violated the stop work order. She said she had talked <br /> with the State Fire Marshall on Monday and that the fuel storage <br /> is under appeal. She said she would like the building to come down <br /> and that boats not be stored in the set back area. <br /> f <br /> Steven Perry - said he had heard at a Planning Board meeting that <br /> a building needed three sides. <br /> John Connolly - explained that construction on the building had <br /> been stopped due to litigation and will be completed when there <br /> is a final decision. <br /> Steven Perry - said he would like Town Counsel's opinion on the <br /> definition of a building. <br /> Bill Bridges - said he thought the rack storage is an asset to the <br /> Town and a benefit to users. <br /> Mr. Makunas discussed land storage of boats in the set back area <br /> and plans for the storage of gasoline. Mr. Connolly said he <br /> anticipated there will be specific regulations from the Fire Dept. <br /> He said the boats have halogen systems and it is best to store them <br /> with full tanks. <br /> Virginia Driscoll - said she would like the Fire Chief to check <br /> the boats. <br /> Mr. Connolly explained that they had sought a 20,000 gallon underground <br /> gas tank but the Fire Marshall had reduced the size to 10,000 gallons. <br /> Ed Thibeaut - asked if all of the boats had an automatic discharge <br /> system. Mr. Connolly replied that he did not think they did. <br /> Cheri Driscoll - said she would like the yard heavily landscaped. <br />
