Board of Appeals Minutes - April 10, 1991 5.
There was discussion of fees to the Board of Appeals. Mr.
Hanrahan asked if the request for food sales would be limited to
fruits and vegetables and Mr. Jansson replied that they would like
to have the opportunity to have local people sell fruits and produce.
Mr. Govoni discussed the parking and said he was concerned
how parking would be handled when Donna's Lane was under construction
and completed. He said much of this area is now used for the flea
market customers. Mr. Govoni said the vendors are taking up much
of the parking and that Mr. Talanian's adjacent land might have
to be used. Mr. Jansson replied that this had not been discussed
in the taking but might have to be addressed.
Mr. Friel asked for the locations of the proposed two curb
cuts on Donna's Lane and Mr. Jansson responded they do not yet have
a definite plan nor the locations. Mr. Friel asked if the curb
cuts were only for the flea market and Mr. Jansson answered that
they were for the total use of the commercial land.
Mr. Friel asked if the tents were used would the vendors leave
equipment, tables and displays in place. Mr. Jansson said that
if vendors were willing to share costs of the tents they may want
to leave merchandise and have security. Mr. Friel asked if they
were extending the hours of operation and Mr. Jansson said they
were not. He said that the Special Permit does not restrict the
days of operation. Mr. Friel asked if they might be open seven
days a week and Mr. Jansson said it would depend on market conditions
and was now conjecture.
Mr. Talanian informed the Board that the taking of Donna's
Lane will require the relocation of the mini-golf since the road
will take 1/3 of the present course. Mr. Jansson explained that
the Town will be giving them the right to use the present mini-golf
until the road is constructed.
Mr. Makunas asked Mr. Talanian and Mr. Wasil when the property
was sold and Mr. Wasil replied December of 1988. Mr. Makunas asked
about the lease arrangements. Mr. Jansson said the present lease
expires in December, 1991 and they have another lease prepared for
five years and said they would provide a copy to the Board.
Mr. Makunas asked Mr. Talanian who operates the mini-golf.
Mr. Talanian responded that it is leased to Mr. Wasil who has a
management contract with Louis Marandola to operate it. Mr. Makunas
asked about the lease arrangements on the restaurant. Mr. Talanian
said this was an annual lease to Mr. Marandola.
Comments were received from members of the audience:
Jay Bern - wanted Board to know that vendors drove to actual
spot where tables were set up and did not use surrounding parking.
