Page 4
PERSONNEL
Everyone present discussed the question of Board Secretaries.
Certain FinComm members felt that there should be no funding for
certain boards' meetings for a secretary. The Selectmen felt that
funding was essential . Ms. Caffyn felt that all Boards are
responsible for posting meetings, that the minutes are taken, typed
and filed. She felt it was a small amount of money to be arguing
about. Mr. Whritenour felt that he should possible keep a running
tally of all meetings held. FinComm members felt that this was a
good idea. Deirdre agreed to go along with the Selectmen's
figures, now that they had been made aware that there were some
management problems dealing with Board Secretaries. $75, 327 is the
recommended amount for salaries and wages. $17,500 is the expense
amount.
PLANNING DEPARTMENT
Mr. Vaccaro indicated that the Selectmen felt it would be
appropriate to put $13,000 into the budget for a six to eight month
position to complete the local comprehensive plan. He stated that
they agreed on $81 ,214 salaries and wages. Mr. Baker suggested
placing the $13 ,000 into expenses rather than salaries making the
salaries recommendation $58,214 .
POLICE
Both Boards agreed on $176,300 dispatch salary and wage; $973 ,100
salaries and wages; and $127,100 expenses. Both agreed on $38,000
capital . The two areas of discussion and disagreement were Special
Police Officers and over time.
BOARD OF SELECTMEN
No Change to the previous recommendations.
TOWN HALL
Both Boards agreed to $100,000 expenses.
TOWN CLERK
Both Boards agreed upon $15,700 salaries and wages. Apparently
there was a reduction in the sticker office. Mr. Vaccaro also
mentioned that the Selectmen were inclined to remove the article
regarding the $65,000 being removed from Debt Inside 2 1/2 to be
placed in a Hydrogeologic Study. He then stated that they could
leave the article, but postpone it if necessary.
STABILIZATION
Ms. Greelish stated that FinComm proposed setting aside $250,000
