k <br /> Mashpee Environmental Oversight Committee <br /> Minutes of Meeting <br /> October 14, 2010 at 7:00 p.m. <br /> Mashpee Town Hall, Selectmen's Meeting Room <br /> Present: Chairman John Cahalane, Ed Baker, Ted Theis, Rick York <br /> Absent: David Kooharian <br /> CALL TO ORDER <br /> The meeting was opened by Chairman Cahalane at 7:02 p.m. <br /> APPROVAL OF MEETING MINUTES September 16, 2010 <br /> Mr. Baker made a motion to accept the minutes of September 16th, 2010. Mr. Theis seconded <br /> the motion. <br /> Roll call vote: Mr. Theis-yes; Mr. York-yes; Chairman Cahalane-yes; Mr. Baker-yes <br /> COMMUNICATIONS <br /> No public comment at this time <br /> NEW BUSINESS <br /> Organize/Develop the Committee's 12 Month Scope Concerning Santuit Pond <br /> The Chair suggested that while solutions for Santuit Pond are being considered for grants, the <br /> Committee should identify issues to be addressed and develop a"shopping list." Mr. Baker noted that <br /> the scientific report about Santuit Pond references such issues as runoff, fertilizers, septic systems and <br /> a variety of other sources. Mr. Baker recommended further investigation into the cranberry bogs and <br /> referenced comments suggested by Ralph Baker and included concerns about measurements <br /> inaccuracies. <br /> EOC List of Activities <br /> 1. Bog Evaluation-Chairman Cahalane recommended contacting the Bakers for their assistance and <br /> Mr. Baker recommended training the Friends of Santuit Pond to assist with taking reliable samples in <br /> the springtime. Committee members discussed the minimal cost of bringing phosphorus samples to <br /> the Barnstable County Health Department. Mr. York reported that monthly monitoring is occurring at <br /> the Pond and estuaries, and samples are being taken for nitrogen and phosphorus. During the summer, <br /> samples are being taken every couple of weeks, but supplemental samples may be taken. <br /> 2. Road Runoff Catherine Laurent has been asked for a prioritized list of roads with runoff directed <br /> into Santuit. A number of roads located in Johns Pond and Santuit Pond suggested to be taken over by <br /> the Town, have been placed on hold due to the economy. The Chair questioned whether another <br /> public hearing should occur with residents from the area regarding the state of the roads and their <br /> contribution to the degradation of the Pond. Mr. York noted that a reap of street drains is available. <br /> 3, Identify Other Runoff Areas-Mr. Baker stated that other locations may be problematic but are not <br /> accessible from the public roads for sampling. Mr. Baker also stated that the Sonde is currently in <br /> place and the Chair noted that the Tribe has also been helpful and continue to offer assistance with the <br /> Pond. Mr. Baker added that the Friends of Santuit Pond would also be useful in identifying additional <br /> runoff areas in the area. Mr. Baker referenced an area located at a dead end off of Timberlane Road. <br /> 4. Fertilizer-The bylaw is in the works. <br />
