MASHPEE PUBLIC SCHOOLS <br /> FINANCE SUB-COMMITTEE <br /> Wednesday, July 11, 2001 <br /> 9:15 A.M. <br /> MINUTES <br /> Present: Theresa Cook, Ben Caswell, Sherwood Fluery and Michael Tarlow, No public <br /> participation. <br /> Discussion: <br /> 1. Sub-Committee Purpose <br /> a. Awareness of all financial matters, Items to be discussed for progress <br /> reporting (MT) <br /> b. Agenda item, Fin-Com Sub-Committee. Eliminate second full committee <br /> meeting. (TC) <br /> 2. Revised Chart of Accounts <br /> a. Reorganized chart of accounts reflecting new Department of Education regs <br /> presented. End of year report changed from reporting by grade level to <br /> reporting by building. (MT) DOE is requiring these changes. All new <br /> account structure is to be done for fiscal year 2002. (TC), Ed reform, <br /> philosophical change, drives schools to budget meetings. Michael Tarlow is <br /> meeting with principal in individual buildings. Principal shouldn't be okaying <br /> and SPED fund expenditures.(MT) <br /> b. New accounts have been added, accounts can be broken out by DOE function <br /> (MT), Discussion regarding reorganization of accounts, Are these done? (TC), <br /> c. Conversion plan needs to be done so Fin-Com & Selectman can see transition <br /> from old to new chart. (BC) <br /> 3. Payroll <br /> a. Discussion regarding ADP and the possibility of implementing this for in- <br /> house payroll to be done by Ellen Calhoun. <br /> 4. Payroll schedule change- Adjustment in pay schedule for FY02 school year <br /> discussed. <br /> a. Employee's are being paid in advance of time worked.(MT) <br /> b. Is town of by same schedule? (TC), New schedule would keep school dept. on <br /> alternate week from town as town requested. (MT), Contact Association about <br /> the delay of pay (MT) <br /> 5. Transfer Practice <br /> a. Audit results regarding line item transfers discussed. (TC) <br /> b. Audit comments will be reviewed. (MT) <br /> c. A draft of practice changing budget transfers approval process presented; <br /> needs to be approved by auditor prior to further consideration. (MT) <br /> 1 <br />
