MASHP E SCHOOL COMMITTEE <br /> FY03 BUDGET PUBLIC HEARING <br /> JUNE 12,2002 <br /> Minutes <br /> Attendees: Chairman Janice Mills, Peter Thomas, Mollie Reis, Ben Caswell, and DonnaJean Lopez. Also in attendance <br /> were Superintendent ofSchools Sherwood Flu ry and Business Administrator Michael Tarlow. <br /> Call Public Hearing to Order—Mrs.Mil Is called the FY3 budget public hearing to order at 7:30 p. . in the <br /> uashn t School Library. <br /> 11. Reading of Public Notice a,-Mrs. Mills read aloud the public nonce for the FY03 budget placed in the"Mashpee <br /> Enterprise." This meeting is held for the purpose of approving the school department"s 2002--2003 school budget <br /> f$16,400,000. <br /> III. Presentation by Superintendent--4 Mr. Fluery asked Mr. Tarlow to give an overview of the FY03 budget. Mr. <br /> Tarlow explained the budget <br /> IV. Discussion — Finance Committee member Kathy Lynch addressed the Committee who asked to have a line item <br /> budget for all future packets. She said that is an easy task because only 20%of the budget non-salaried expenses. <br /> Mr. Tarlow explained that there was not a line-it rn-by-line-item budget because it made the school department's <br /> conversion to the new town's Munis software system easier. Although she was in favor of the $16,400,000 FY03 <br /> budget as voted by the taxpayers), Mrs. Lynch questioned why was the FY03 budget breakdown showing a total <br /> f S 16,462,491. Mr. Tarlow explained the d ifference would be covered by leftover FY02 funds. Mrs. Lynch said <br /> the townspeople voted for"$16,400,000'not "$16,462,491." Mrs. lulls told Mrs. Lynch, "I guess we agree to <br /> disagree." <br /> One other item of discussion focused on a$21,233.08 deficit in previous years' grant balances. A recent audit of <br /> school finances revealed the deficit, however, an exact reason for the deficit could not be determined due to the <br /> bookkeeping procedures in place at the time. The Finance Committee approved emergency funding for this <br /> amount,however,this issue is now on"hold"by the Board of Selectmen who would like to determine if the usage <br /> of emergency funding is appropriate in this case. <br /> V. Public Input <br /> .1 Proponents—There was no public discussion other than the above. <br /> .2 Opponents—There were no public opponents to the FY03 budget. <br /> VI. Close Public Input -Mrs.Mills closed the"Public Input"discussion. <br /> VII. Appro al i isapproval of FY2003 Budget - $16,4009000 — Motion made by Mr. Caswell, seconded by Mrs. <br /> Lopez,-to approve the school department's FY03 budget of$16,400,000. <br /> VOTE: Unanimous <br /> VIII.
