f <br /> ASHE FINANCE COMMITTEE MINUTES <br /> JANUARY 23 , 1996 <br /> MEETING COMMENCED AT :o o M <br /> Finance Committee members present: Marcia King, chairman; Sid <br /> Golub; Dan Goggin; Alec watt; Tony Gallo; Juan Bacigalupi and Mike <br /> umi n. <br /> Please note for the record that the taping of this meeting is for <br /> the transcription of the Minutes only, once the Minutes are <br /> approved, the tapes will be reused. <br /> MINUTES <br /> Dan Goggin Motioned to approve the Minutes of January 2nd and <br /> January 9th as written. Sid Goggin seconded the Motion. Members <br /> approved the Minutes of January 2nd by a vote of -o, Mr. Gallo <br /> abstaining. Members voted the Minutes of January 9th by a vote of <br /> 4-0, Mr, Gallo and Mr. Hacigalupi abstaining. Members will vote on <br /> the Minutes of January 16th at their next scheduled meeting. <br /> The Finance Committee welcomed Mike Kumin to the board. There was <br /> a question regarding liaison assignments. The current assignments <br /> would be reviewed for next week. <br /> Tax Rate Recapitulation <br /> Diane Rommelmeyer, Town Accountant and David Bailey, Director of <br /> Assessors, were present to discuss the Recap. sheet. Also present <br /> for discussion were Les Greig, Bob IeLory and Kenneth Porter, Board <br /> of Assessors. Ms, Rommel eyer provided a detailed report of <br /> appropriations through December. She explained. that she could not <br /> provide a summary of this at this time as requested. She explained <br /> that she had just completed the audit for 1995. Ms. Ro morel Byer <br /> explained that the Recap. is a joint effort between many people in <br /> Town. The Town Accountant reviewed and explained the Recap. <br /> sheets, Mr. Golub inquired about a decrease from the previous year <br /> f approximately $500,000 in estimated local receipts. Ms. <br /> Rommelreyer explained that the estimate for motor vehicles is her <br /> estimate, She explained that it is a category that bounces up and <br /> clown a few hundred thousand. If it is underestimated they it is <br /> negative free cash. <br /> Mr. Golub also suggested that if there had been a reduction of 18 <br /> cents in the tax rate then the Town would have had a zero effect. <br /> In Mr. Bailey's opinion that would have only been a political pat <br /> on the back for someone, 1t would not have proved be much of a <br /> difference for the taxpayer. He mentioned that the tax rate is <br /> just a number applied to those assessments. <br /> It was Mr•. Go l ub's op i n i on that he would not have a problem e with a <br /> lower amount of free cash and also a lower tax rate, He did not <br />
