The <br /> article asks for a sum to be transferred from available revenue t <br /> the Police Salary and Wage, due to a deficit in FY96 caused by <br /> extraordinary and partially unforse n labor/payroll costs. The <br /> Chief said that he would not be able to give n accurate number <br /> until April, r. P r yby l ek Oxplained that the department ent i s in <br /> transition now due to the .District Court opening in Falmouth. it <br /> is not abnormal for officers to be in Barnstable Court in the <br /> morning and in Falmouth bistrict Court in the afternoon. Mr. Golub <br /> asked if eventually all cases for Mashpee will be heard in one <br /> court? The Police Chief is hopeful -that it will be Falmouth. The <br /> Chief mentioned haat in preparing their overtime budget they- <br /> requested what they expected they would need for next year. Mr, <br /> rzybylek gave out copies of a Sheet he prepared showing overtire <br /> funds for FY92 through F9 . The graph shows that each year more <br /> is expended than budgeted for. The Committee discussed the <br /> overtime account and reviewed the details- of it, that the Chief had <br /> provided. <br /> Mr, Bacigalupi asked if heir were any officers on long term <br /> disability The chief answered no. There is one sergeant on light <br /> duty -as of three months ago,, The department is at full strength at <br /> 27 full time officers, Nor. Goggin asked if the State has a ratio <br /> f number of officers in Town per number df residents? The Chief <br /> answered that the Federal Government states that there should be <br /> 2.9 officers per one thousand' residents roughly. The Chief <br /> explained that the department has been shooting for 2 officers per <br /> thousand in the Comprehensive Plan. He explained that there are <br /> two wart crimes in Mashpee, There have been approximately 15,000 <br /> calls for service per year.. The second part describes criminal <br /> activity itself and Mashpee is among the more active Towns -for <br /> criminal activity according to the Chief. <br /> Mr. Bacigalupi asked if the department has seem any benefits of <br /> community policing The Chief answered that they have seen pretty <br /> good results. Atito accidents have dropped from 374 to 303 in a► <br /> year, citations issues have increased from 900 to 1600-o Mr. <br /> Pr ybylek stated that thO department is trying to react to citizens <br /> complaints. The Chief feels they have made strides and have <br /> requested in their budget two new programs, a park -and walk .prograt <br /> and also a liaison officer program. The Police are requesting <br /> $200, 304 in their overtime budget. The Chief indicated that the <br /> are budgeting for full amount of training. He is planning on aid <br /> from grants and articles. The Board of Selectmen are recommending. <br /> $x.901000. The thief stated that he does not like to deal with <br /> dollars only. He asked the Finance Committee to toll him what to <br /> take away. He felt that in , his budget he has explained all in <br /> detail, The Chief also stated that he and Deputy Cooper are <br /> L -- <br />
