Page <br /> working very hard on reducing sick leave, Mr. Golub asked if <br /> bicycles have been cost effective? The Chief answered that the <br /> have been very positive. The Chief mentioned that the department <br /> gets reimbuIrsed for many special details and the money then goes <br /> back into the General Fund. The department is sitting on <br /> approximately $786,000 in grant funding. <br /> The group discussed fuel. The Finance -Committee thought the cost <br /> seemed high for fuel, The Police Chief agreed, but said that this <br /> is a bid that is not sent out by the Police Department. -Mr, Goggin <br /> suggested following up on this with the Executive Secretary <br /> and going out to bid for fuel on Town vehicles. <br /> Mr. Przybylek mentioned that he withdrew his article for an <br /> administrative officer for this year, but mentioned to the <br /> Selectmen that he would like the opportunity to request it again <br /> next year. There was a question asked about the departrent'.s <br /> contract, Mr, Przybylek said the sergeant"s contract has been <br /> signed, but that the budget request contains -step increases only <br /> for patrolmen. <br /> There was discussion about the new positions requested. The Chief <br /> indicated that he was directed by the Executive Secretary to place <br /> these new positions into- the operating budget, Ms, King asked i <br /> it appeared that Mr. Whritenour was in f'aror of these new <br /> positions? The Chief believed so except for the Admin. Sergeant. <br /> There was discussion about article 20 in the Town Warrant, This <br /> articlo requests three additional full time police officers. The <br /> Chief explained that this is 'part of the National Grant program. <br /> The Federal: Government would pay 75% of the salaries for three <br /> years. The Town would pay 25%. but after three years the Town <br /> would pay l00% for these individuals. Article 21 discusses the <br /> request for temporary help to create a Domestic violence <br /> Investigation Unit. Article �� is to b withdr awn (Admin. <br /> Sergeant). There i. also a request ih the budget for an increase <br /> in the staffing of dispatch. The Chief explained that part tuners <br /> just did not work out. The net increase is $16,000 , benefits <br /> included. <br /> Mr. Coggin felt that with 2.7 patrolmen and 1. ,o0o residents in the <br /> Town, there is a sufficient number of patrolmen for the number of <br /> residents* The Chief explained that they would like to see 2. <br /> officers for every thousand, The Chief said the lowest number of <br /> residents he has seem was 10,700. Mr. Kumin asked why grant Money <br /> is not considered in the budget, The Chief explained that grants <br /> are being considered. Ms. King explained again that the. grants pay <br /> these officers salaries for three years, but the Town is then <br /> responsible for 100% after three years. The Chief's opinion was, <br /> why not use our Federal Tax dollars to seed. The Chief stated that <br /> even if the funding was not there he would still. be recommending <br /> these officers, He said that the Town is fortunate that the grants <br />
