There is certain criteria <br /> to be met and the Federal Government loops to see if you do have <br /> under staffing problems, The Government is aware of the problem <br /> nationwide of under staffing in police departments. <br /> Mr.. Goggin asked if the Chief had a copy of their- submittal to the <br /> Comprehen ive 'Plan. The Deputy Chief explained -that the Planning <br /> Board needs to straighten ce tan things out, but after their <br /> hearing he would be happy to provide a copy to the Finance <br /> Committee. Mr, Goggin stated that a draft would be fine, The <br /> Chief stated that from a protocol standpoint he would first meed to <br /> speak to the Planning Board. <br /> Mr. Bacigal pi stated that the lice Department's three accounts, <br /> salary, expense and dispatch, 2/3rd8 of the year has gone by and <br /> the department has expended 2rds of the monies. The Chief <br /> indicated- that the overtime- account and utilities are over.. <br /> Mr,, Goggia asked about capital equipment requested, The Chief <br /> informed the Committee that he had met with the CIP and asked-for <br /> a c ntinuation of the four year lease for. unmarked police cruisers.. <br /> The department intends to -recycle one old. car- for the Domestic � <br /> Violence Unit. They have requested portable radios', a telephone <br /> system and replacing some obsolete office equipment. They have <br /> reduced their capital improvement submission by $9,000. Mr. <br /> acigalupi mentioned that according to the y-Laws, the capital <br /> item needs to be in excess of $10,000, office equipment would not <br /> exceed $10,000 separately. <br /> Mr. Bacigalupi asked about the seven cruisers that according to the <br /> lease entitles Mashpee to own then for $1,00 each. The Chief said <br /> that they would .riot be sold but recycled to be used as secondary <br /> positions. old secondary position cars will be sold. Mr, Goggin <br /> informed the Chief that the Finance Committee expects. this, but <br /> last year the Executive Secretary chose to use these secondary cars <br /> as vehicles for other Town Department Heads. They are costing much <br /> to maintain and also n t being sold for parts or money toward new <br /> vehicles. The Chief recommended strongly that other departments <br /> not use these vehicles. He said that the Police Department are <br /> getting rid of them for a reason. <br /> 11r. Watt questioned vacation leave and asked the chief if he can <br /> control it at all? The Chief answered that according to the <br /> contract the bidding process is done by seniority. The Chief again <br /> reminded the Finance Committee that, he and the Deputy chief are <br /> going to attack the sick lea a issue, but vacation problems should <br /> diminish as staff is increased. <br /> Mr. Golub concluded the discussion by asking why the Chief and the <br /> Deputy Chief are always in attendance at meetings and if this i.s an <br /> administration policy?
