'r MASPEE FINANCE COMMITTEE -MINUTES MARCH 18, 1996 MEETING COMMENCED AT I * M Finance Committee members present: Marcia King, Chairman; Sid Golub; Dan Goggin; Alec Watt; Mike. Ku tin and Juan Bacigalupi . Tony Gallo was unable to attend. The meeting was helm at the Mashpee Town Hall and was a joint meeting with the hoard of Selectmen. Board of Selectmen present: Jim Vaccaro, Chairman; Judy Mills; Nancy Cayn; George Costa and Peter DiNizio. The Executive Secretary, Robert Whritenour, was alio present. Please note for the record that the taping of this meeting is for the transcription of the Minutes only, once the Minutes are approved, the tapes will be reused. Omnibus Budget The group spore about the Selectmen's Legal Services and the reason the line item is so high.. The Finance Committee wished to know why the Selectmen were recommending $120,000 when therO has only been $42,000 spent to date. Mr. Vaccaro explained that he expected to see more legal hours due to the high school,, There have been developments with the bonding company, etc. -Mr, Golub mentioned what he has suggested to all department heads, to only budget for what is expected, anticipated and not what may be, Mr. Golub felt comfortable with a figure that is less than $120,000, but higher than $84,000. He felt $100,000 may be more appropriate. Mr, Whritenour responded that he bel 1'eved the Town would finish the fiscal, year somewhere around $110,000 to $115,000, Ms. Mason stated that her office is through the January bills, but not through February. Selectmen Caffyn also mentioned that she would be requesting legal services for the Otis issue, When questioned about the $15,000 remaining in Engineering, Chairman Vacc-aro answered that the Town may incur some engineering oasts with the Air Force base. Ms, King brought up the Finance . omni.ttee's Expense Account and the fact that the Finance Committee requested $8,000, but the Selectmen were only recommending $1 ,,000,. Ms. Ding explained that this requested amount would help .print and mail the joint report to the taxpayers. However, she menti ned that when he Finance Committee had last spoken to Mr. Whritenour he offered to h 1p fund this report from another fund in the Selectmen's Expense budgt, Mr, whritenour agreed and the Finance Committee agreed to ta} a out the $7,v000qP Ms. King informed the Selectmen that the Finance Committee has voted to give the Treasurer a salary increase, as e.11 as the Town Clerk, Chairman Vaccaro explained that it is the Selectmen's policy to recommend whatever the Treasurer of Town Clem is
