1 <br /> -w <br /> Page <br /> was mentioned that the Police Chief ,is also working on that issue. <br /> Article Draft for October <br /> Mr. Golub had prepared a draft article regarding the CIP Article. <br /> He asked for any comunents or suggestions . Mr. Go 'n mentioned <br /> that currently every department in Town is on that Committee. Mr. <br /> Golub .recommended meeting jointly with the Board of Selectmen <br /> regarding this 'issue, Mr. Goggin mentioned, that according to the <br /> Finance Co mi"ttee handbook, the Moderator shall appoint . Mr. Watt <br /> stated that heeels- the Committee agrees- that a change is needed. <br /> Mr.- Watt suggested talking with the Executive- Secretary about what <br /> could be done. Mr. Kumin felt it should be- a Joint meet in between <br /> Selectmen and Finance Committee . Mr. Golub suggested sending this <br /> to Mr. whriten u as a first pass and as a petition idea. The <br /> letter would ask for comments or suggestions. The letter will <br /> state that the inaa oe Committee would like input, so that the CIP <br /> can be improved. Mr. watt then agreed that the Committee. should <br /> have Selectmen s representation on this. Mr. Golub. would speak t <br /> Mr, whritenour, <br /> Contract a otiati'On <br /> Mr. Golub asked. if the Committee should entertain a position in <br /> regard to the amendment that the Finance Committee be part of the <br /> negotiating tear? Mr. Goggin suggested running the ideA by Town <br /> Counsel . Mr. Golub would submit to Town Counsel asking them t <br /> provide their proposal to this amendment Mr. Golub suggested � <br /> having the Selectmen appoint one Finance Committee meber. M . <br /> Goggin stated that in the past the Finance Corrmittee has- given them <br /> their recommendation. Mr. Goggin. stated that he would recommend an <br /> ex-officio member of the Finance Conmittee attending bargaining <br /> sessions . The Committee agreed to the following wording-: "The <br /> Finance Committee shall have the right to appoint one of its <br /> members to attend any collective bargaining session or sessions as <br /> an ex-officio member of the Town Te of iat ing Team-f' <br /> Other Business <br /> The. group spoke briefly about the School Department"s legal <br /> expenses, Mr. Golub also brought up the fact that, according to a <br /> Department of Revenue Report, Mashpee paid almost a million dollars <br /> in meal taxes in 1994 . This kind of money is not returned by the <br /> State. Thi s ig a 1 l part of the RAGE issue. M ch moneys being <br /> given to the State., but hardly any money is coming, back to Mashpee. <br /> The Committee asked that Joyce Mason be contacted regarding the <br /> advertising of the vacant seat on the Finance Com Ittee. Mr, Golub <br /> mentioned that he: had spoken with a Caro. Anderson about possibly <br /> accepting a CIP appointment . She may show up one day. Mr. Kumin <br /> would contact Ms , Goulart, Mr. Kusack and, mr. Ignaitis about their <br /> possible interest in the Finance Conmittee. <br />
