O.Box 554 <br /> Mashpee,Mass. 02649 <br /> Subject: Proposal for Professional Services <br /> Assessment of J.Braden Thompson Plume Investigation and Remediation <br /> DEP Site#4-0393 <br /> Dear Greg: <br /> This proposal has been prepared in response to the Board of Selectman' December 16,request for Woodard& <br /> Curran to provide an assessment of the status of the subject project. The assessment will provide specific findings <br /> regarding the project status and recommendations w be considered by the Town in moving this project forward. <br /> Our approach to this effort will be to meet with the MADEP,perform our assessment using available project related <br /> information, and provide recommendations that keeps the responsibility of moving this project forward under the <br /> jurisdiction of the MADEP. <br /> Proiect Understandina. <br /> We understand that the J. Braden Thompson Road Site is an inactive junkyard about 20 acres in size. Waste <br /> materials disposed of at the site has resulted in contamination of on-site soils and on.and off-site groundwater. <br /> Contamination was fust detected in 1997. MADEP initiated a Phase I investigation in 1937 and a Comprehensive <br /> Phase lI investigation was completed in 1992. These investigation indicated that Volatile Organic Compounds <br /> (VOCs)were present in site soils and in the on-site and off-site groundwater. Data from March/April 1994 show <br /> that groundwater contamination extends in a East-South•East direction,towards Wakeby and Mashpee Pond. The <br /> nature and extent of the groundwater plume has not been determined. The MADEP selected an approach of further <br /> defining the nature and extent of the contaminated groundwater plume and some form of groundwater"pump and <br /> treat"to remediate contaminated groundwater. A project schedule dated March 5, 1996 indicates that the remedial <br /> system was to have been constructed in the summer of 96' and operational by mid-September 1996. We understand <br /> the remediation system has not been constructed. However,a newspaper article dated December 19, 1996 indicates <br /> that the MADEP has been pursuing this project in two areas 1. construction of the`pump and treat"system is on <br /> hold until the MADEP can better define the nature and extent of groundwater contamination,time required to obtain <br /> property access agreements needed for installation of wells has delayed this effort,and;2.the MADEP is trying to <br /> determine to what extent, if at all,the United States military may have possible involvement in the plume.
