were felt by the departments to be their priorities with full knowledge that in future years, <br /> these are the projects we will have to prioritize with the funding. we need to show the voters <br /> that these are the projects that the town is looking at. From these projects,we will select and <br /> prioritize what to do. <br /> Mr Golub read the by-laws with respect to the preparation of the dual Report. It stated <br /> that the Committee shall prepare ars Annual Report and also a C.I.P. for the following ftee <br /> years for adoption by the town at the annual town meeting with explanation thereof: He <br /> stated that it is the responsibility of the C.I.P. to prioritize what needs to be done. According <br /> to what we have in funding,this is what projects we will do as we see it today. Also,you <br /> need to note that this may change in the future;however,this is the way we see it today. Mr. . <br /> Golub suggested that theC.I.P. comnuttee make some attempt to tie the projects with the <br /> available funds. Nfr. whritenour stated that they will list out the projects which we are going <br /> to start with and list them in the priority. He stated that in order to educate the voters, we- <br /> will note that these are the projects felt by the committee important enough to be on the list- <br /> Mr. wahritenour agreed that we have to show the voters what we are going to do and what we <br /> are not going to do. <br /> Debt Exclusion/Override Items <br /> Where was a considerable amount of discussion and explanation by Mr. whritenour <br /> concerning the C.I.P.comnnittee regarding the debt exclusion items and the debt override <br /> items. <br /> Hih School and Mone Settlement: <br /> Mr. Golub questioned Mr. whritenour if he was free to discuss the specifics in regards to the <br /> Store settlement. <br /> Nix. Whritenour stated that the Board of Selectmen has readied a settlement with Mone to <br /> complete the High School project. Basically,there were three key components of the <br /> settlement: <br /> 1. Mone agreed to do a full mobilization of all of its subcontractors and their own forces. <br /> This took place prior to the February break. A tremendous amount of work was <br /> completed as a result. <br /> 2. It was agreed that,to the extent possible,on unsatisfactory items,they would attempt to <br /> rectify with a deadie of March 15 for the interior of the building and April 15 for the <br /> exterior of the building. Anything not fimished by that date,we would submit to an <br /> arbitrator. <br /> . There was an admission that there were some costs to the town as a result of delays. We <br /> agreed to a negotiation process to determine what those costs were. If those items cannot <br /> be resolved in an expeditious manner,they will also go to arbitration. <br /> D.P.W. Budget: <br /> Mr. Taylor stated that he hopes that the Finance Committee would support increasing the <br /> expense budget of the DPW budget by at least 2 ill <br /> Finance Cottee Meetin /„2,2/97:, <br /> Mr. Golub mentioned that Passover is on Tuesday, April 22,, 1997. He will look into <br /> changing the Finance Committee weekly meeting t6�Wednesday or Thursday. <br /> i <br />
