Mr. Coggin r+enmrked that he felt the Finance <br /> Committee should approve what is in the long range plan plus anything that cones from the <br /> reduction in debt rvioe;however,Mr. Goggin stated that he would not put that into a policy <br /> statement from the Finance Conunittec. He recommended that the Finance Committee state <br /> that them"may be additional funds'cormng from the reduction in debt service. This would <br /> be conditional and would not be setting a policy. <br /> Mr. Golub took a vote on who is in favor of ming a recommendation to the C.I.P.as to the <br /> level of funding for capital projects in the yeam 1999,2000,and 2001. <br /> In Favor: Mr. Golub,Mr. Cleary,Mn. Goulart,Mr.Kumin,Mr. Watt <br /> Not In Favor.Mr. Coggin <br /> Mr. Watt recommended that the Capital Improvement Program discussion be c rtailed so that <br /> the Finance Commute can allow the presentation of the Cemetery Cormnuttee. <br /> ANNUAL TOWN MEETING TINCT ARTICLE 11 CEMETERY COMMITTEE: <br /> Mrs.Tana Watt,representing the Cemetery Committee,discussed the Anne Town Meeting <br /> Acle l 1 whereby$10,000 is being requested to fund a preliminary feasibility,conceptual <br /> design and development cost study of the cemetery proposed to be developed on Creat Deck <br /> Road South. <br /> Mrs. Watt noted that Nbshpee has one cemetery and there is a very low number of burials <br /> done at this cemetery. The majority of burials performed are Indians. The Indians look upon <br /> this cemetcry as their historical burial place;therefore,most of the non-Indian l a hpee <br /> residents get buried somewhere else outside of the town—mi adjoining towns,off Cape,or to <br /> another state. Mrs. Watt stated that we are not perfornung this ser ce for the majority of <br /> residents at this time. She stated that since the town is growing,it is important to <br /> accommodate the presidents in terms of where they would le to be buried.. <br /> Mrs.Watt stated that,for the last year,the Cemetery Cottee has been investigating what <br /> is involved in designing a c mctery. Mrs. Watt conunented that there are many kinds of <br /> criteria;however,there are two things that they feel are critical at this point based on the fact <br /> that once you find a designer,the designer can take care of most of the other issues. <br /> The two critical criteria for the Town Cemetery are as follows: <br /> * The Cemetery would be self sustaining in that it doesn't draw on town funds. <br /> 0 The Cemetery would be like a park--a very be utiU place and a comfortable,pleasing <br /> place to b . <br /> Mrs. Watt stated that it had previously been represented to the Finance Commi <br />
