In the <br /> Request for Proposal, they are looking for a firm that has expertise in both the financial <br /> analysis, so it can be determined whether the cemetery would be self-sustaining and how long <br /> it would take until it reaches that point,along with someone to da the site design. <br /> The Town Departments are not experts in these tasks and the learning curve for then to <br /> become knowledgeable enough in order to put together a plan would not be reasonable.
