i <br /> 4 <br /> Motion was made by Mr. Coggin to recommend to the C.I.P.the following numbers: <br /> FY1999 FY2000 F2001 <br /> Capital Budget $5673746 $5792101 $59200 <br /> as they appear in the Long Range Financial Plan and are the best estimated numbers, at <br /> this paint,of the finds that will be available for capital projects. <br /> Second by Mr. Cleary. <br /> Comments: <br /> Mr_ watt stated that some statement should be made that consideration may b <br /> given to decreases in debt inside -1/2 being allocated. <br /> Mr. Golub commented,as a proposed amendment to the motion,the Finance <br /> Committee recommends the numbers of the long-range pian should be the <br /> guidelines that the Committee follows; however, in future years, a reduction of <br /> town debt may also add to the capabilities to fund more of the capital projects. <br /> Mr.Kumin commented that he does not agree with this amendment. He feels <br /> that the notion should be left at the long-range plan numbers for Capital alone <br /> and forget about the Inside Debt. <br /> 1t was agreed by the Finance Committee,to remain with the.motion made b <br /> Mr. Goggin.to recommend the long-range-.plan numbers and not include Inside <br /> Debt. <br /> Vote: Unanimous. . <br /> SPECIAL TOWN MEETING ARTICLES: <br /> Mr. Golub stated that a summary report reeds to be done regarding the Finance Committee' <br /> positron on every article and who is going to speak in respect to the Articles that have not <br /> been approved.. Mr. Golub stated that, as Chairman, he can spear as to the approval of every <br /> Article and the Omnibus. <br /> Article ; Unemployment Group Insurance in the amount of$3,000 <br /> Motion made by Mrs. Goulart to approve Article 8. <br /> Second by Mr.Iumin. <br /> Vote: 5 Approved/x Abstained. <br /> Mr. Goggin abstained from voting because Mr. Goggin's comfy <br /> has the fife Insurance account. <br />
