Mashpee Finance Committee <br /> Minutes } <br /> Moftwmp�nday,October , 199'7 <br /> Present: Alec watt, C <br /> ,pini Cleary,"Tony Gallo,Ilan Goggin., Sidney Golub,Nancy Goulart,Mike Iunnin <br /> The Selectmen and Mr.Robert whritenour,Executive Secretary,were in Executive Session <br /> t the Mashpee Middle School. The Finance Committee met with the Selectmen while they <br /> were in Executive Session in a conference room at the Ma hpee Middle School on Monday', <br /> October 6, 1997. <br /> OCTOBER ANNUAL TOWN MEETING,,—ARTICLE 2 <br /> CAREER INCENTIVE PROGRAM FOR POLICE; <br /> Mr. George Costa,Chairman of the Selectmen,informed the Finance Committee members <br /> that something cane up last minute concerning Article 22 which is the Quinn Bill being <br /> passed for the Police Department. <br /> Mr. Casts stated that the Selectmen objected to several items about the Quinn Bill. He noted <br /> that they felt with the educational incentives the Police already have,it would be"double- <br /> ipping". In addition,they were concerned that if the Mate did not pay the %the Town <br /> would have to pay it. Also,they questioned how it would be applied to overtime. . <br /> Based on all these concerns,the Police Dement came back with a Proposal for the <br /> Selectmen— <br /> • They would drop the entire educational bill which is under their contract. <br /> 0 They would not nye the Town pay the %if the Mate did not pay. <br /> • They would not tie incentive money to any overtime. <br /> They would accept the incentive money in 2 payments(the first payment in <br /> December and the second payment in June). <br /> Mr. Costas stated that the issue is whether they should accept the Proposal subject to them <br /> signing it or talo a chance and see if Article 22 is passed and thea the Police would havc all <br /> of the above plus their present educational incentives. <br /> Mr. Cosm stated that the Selectmen feel that they should accept this proposal as an <br /> amendment to Article 22. <br /> Mr.Robert whritenour,Executive Secretary,informed the Finance Cottee that the gross <br /> cost for Units A and Units B of the Quinn Bill is approximately$56,000. The Towns % <br /> share of that amount would a$28,000. By elinYinataa, Article 20,which is the educational <br /> incentive program that the Police currently have,the'Town would save$15,000 in-the <br /> educational incentive and$7,500 in the tuition reimbursement for a total of$22,500. This <br /> des the net cost for this year for the town(which would start July 1)approximately$5,500 <br /> for Units A and B. <br />
