Mr. Golub questioned how the future net costs are figured.. Mr. vhritenour stated that it is <br /> calculated as a percentage of the base pay. As the base pay increases,there wiil be a <br /> onunensur to increase in the incentive pay. <br /> Mr. Costa noted that under the Quinn Bill,the education must be certified by the Mate. <br /> Mr. Costa stated that what the Selectmen want to do is get them to sign their Proposal,get <br /> this Proposal incorporated into the Article;and,in tura,support the Article. <br /> _ It was brought up at the meeting that they are not sure the Police can bargain av the right <br /> to take the Quinn Bill portion out of the regular wage used to compensate for overtime. It is <br /> possible they can turn around later and state that they gave away a right that they did not <br /> have a legal right to give away. <br /> Mr. watt,Finance Conn uttee Chairn n, stated that this negotiation is fast minute,and he <br /> noted that contract negotiations will be opening up with the Police Department again. He <br /> felt that it should be put on the table until then. <br /> Mr. Golub questioned whether there has been a five-year study on this. He was informed <br /> that there has been no long-term study done. llrlr. Golub stated that he agrees with Mr. watt <br /> based on the fact that there has been no homework done. <br /> W Costa noted that the Selectmen agree with Article 22 with the amendments. They also <br /> feel it is a boner deal. Mr. Costa stated that they would oppose Article 22 if it did not-have <br /> the amendment. <br /> Mr.Peter l ini io noted to the Finance Committee that if Article 22 gets passed this evening <br /> without the amendment,they would have"double dipping"because they would receive the <br /> benefits of the Quinn Bill on top of their current educational benefits. He stated that the <br /> Selectmen need to amend the Article prior to the meeting. we need to take out their current <br /> education benefits and swap it with the Quinn Bill. <br /> Mr. Costa noted that the Selectmen wanted to make the Finance Committee aware of this <br /> situation prior to the Town Muting. <br /> OCTOBER TONT MEETING: <br /> The Finance Committee ended their meeting with the Selectmen at 7:30 p.m. in order to <br /> convene for the October Town Meeting. <br /> Respectfully submitted, <br /> Z�ajCol <br /> Board Secretary <br />
