ARTICLE 22 <br /> The information contained in this handout is provided for voter review by Local 389 <br /> of the International Brotherhood of Police Officers, representing Mashpee's Police <br /> Officers. <br /> Q*0 What is the Quinn Bill? <br /> A: The Quinn Bill is a law in Massachusetts, (MGL ch. 41 sec <br /> .108L), that was enacted in the early 70's in response to a finding of <br /> a Presidential commission on law enforcement. The commission <br /> strongly suggested that our communities are well served by police <br /> officers with higher education. With this. guidance, the <br /> Massachusetts legjslature passed the "Quinn Bili" legislation. This <br /> legislation provided full time police- officers with base salary <br /> incentives when a college degree in Law Enforcement is achieved. <br /> If a community adopts the "Quinn Bill" the Commonwealth of <br /> Massachusetts is required to reimburse 50% of the total cost to the <br /> participating city or town. <br /> Q*@ What will it cost me? <br /> A: If you pay state taxes you are already paying for the state <br /> portion of the incentive for police officers in approximately 175 <br /> communities in Massachusetts. Some of those local communities <br /> include, Bourne, Sandwich, Wareham, Yarmouth and Dennis. <br /> Currently there are 12 Mashpee police officers who would qualify <br /> for the "Quinn Bill" program. The total cost of the benefit under <br /> current pay scales would be approximately $67,000. The state <br /> would pay $33,500 of that amount and the Town of Mashpee would <br /> fund the remaining $33,500. Currently, under the present <br /> educational incentive program, Mashpee police officers receive a <br /> total incentive of about $32,500 which would be voluntarily <br /> eliminated under the new program, MAKING THE NET COST <br /> TO THE TOWN ONLY ABOUT $1,000. <br />
