This is the Finance Committee's recommendation to the Town's citizens on the <br /> Town Meeting Articles, as required under the local bylaws. The Finance <br /> Committee's mandate is to act as the fiscal watchdog of the community and, as <br /> such, has made serious inquiry and analysis of various articles and our <br /> recommendations arefound below. <br /> The guiding policy of the Finance Committee is to ensure that the Town live <br /> within Proposition -112. <br /> In Griew of the constraints of livinwithin Proposition -112, it is preferable <br /> that all rnoneY articles be put togetherin one forum--the Spring Town <br /> Meeting--so that an accurate picture of expenditurescern be had arra <br /> informed decisions made at one time. Nevertheless, we recognize that there <br /> are instances where certain expenditures must be considered due to timing or <br /> circumstances. <br /> The Finance Committee urgesfiscal restraint. The town currently spends more <br /> than$1,Doo,000 in excess of available revenues and our tax rate remains the <br /> .second highest on the Cape. Accordingly, we have recommended the <br /> application of a minimum of SI,400,000for tax retie; ire Article 14 and <br /> $300,Doo be transferred errec to our Stabilization Account to replenish ish our savings. <br /> Where the Finance Committee takes no position on an Article, it is because the <br /> Article has no material impact on the town'. finances. <br /> MANCE COMMITTEE WARRANT ANALYSIS COMMENTS: <br /> October Town Meetiny,Article 1 —Two Additional Firefighter EMT Positions: <br /> As per discussion among the Finance Committm members,comments for Article 13 will be <br /> s follows: <br /> his Ai c e was origin ally prop osedfor the May f tin with four Firej7gh ters.
