9 <br /> this figure,Ms. Caffyn pointed out that this would be with the local gov nunent being level <br /> funded and not having any new positions. <br /> Mr. whritenour commented that he would like to replenish the Stabilization Account by <br /> October with putting as much as they can.with the 1,000,000 coming from New Seabury in <br /> October. <br /> Mr. Golub commented that he feels the people should be made aware of what we can afford <br /> and what we cannot afford at Town Meeting--inform there that in order to give the school <br /> this increase,we are reducing our emergency funding account to zero,which means we have <br /> nothing left. <br /> Mr. wh itenour stated that the Selectmen pick the amount of the override and it cannot be <br /> r nod ed at Town Meeting. What can happen is that they can over-appropriate at Town <br /> Meeting,however,we can't raise the money to cover-the appropriation, He added that the <br /> Board of Selectmen is the only body that sets the ballot and if there is an override,it goes on <br /> the ballot. If they over-appropriate,your override no longer covers what has been <br /> appropriated. Now,you can either try to have another Town Meeting and cut the budget or <br /> you can try to have another override. He noted that you cannot set the tax rate and send out <br /> tax bills until the budget is in balance. <br /> Chairwoman Goulart questioned what the effect of the override is on the tax rate. It was <br /> stated that it would be approximately. 0 cents per thousand or just over$100. for the <br /> average taxpayer. If your house is worth$150,000,it would be approximately$100{.90. <br /> Upon questioning by Mr. Golub,Mr. Whritenour confirmed that if Town 'Meeting over <br /> appropriates and,once the appropriation is voted by the Town Meeting,the Schools and.the <br /> other Departments are legally empowered to spend what is appropriated as of July I when the <br /> fiscal year starts. lir. whritenour also confirmed that this is a very.serious problem mouse <br /> they would not have the money because the tax bills could not be seat out and they would Pot <br /> have the money to spend. <br /> There was discussion among the Finance Comtnitte ,Mr. Whritenour,and the Selectmen on <br /> the strategy to be used regarding an override,no override,the override not passing at Town <br /> Meeting and having to have a secon ,Town Meeting in order to appropriate the numbers <br /> again to reduce the budget. <br /> Mr. whritenou r commented-on a suggestion by Mane Rommelmeyer,Town Accountant, in <br /> that you could have a scenario where you have the Omnibus Article,which is the total budget, <br /> and you vote to.raise and appropriate the balanced budget-without an override,follow it up <br /> with an individual special article to appropriate additional funds subject to an override. This <br /> way,they would get their appropriation but it is subject to an override. That way, if the <br /> override does not pass,you do not have to come back in and reduce the budgets. The Finance <br /> Committee agreed that this would be an excellent strategy. <br /> M . distributed a c of a report for the Town of Bash Chapter Funding which <br /> a� � l� � g <br /> details what the Mate funds I1 ashpee every year since.F 9 . In addition,the report has <br /> education statistics on the required spending per pupil and actual spending per pupil. <br /> At this time :37 .M- , the-Knance Committee ended'their session with the S'etectmen and <br /> moved their meeting back to Meeting Room#.3. <br />
