10 <br /> FINANCE COMMITTEE SCHCOL BUDGES DIS SSION: <br /> Chairwoman Goulart noted that they received tonight a copy of the balanced Budget Report <br /> date ftbmary 23, 19994frorn an - ornmehncyer. She note&dW this contains the budget <br /> figures without the override. <br /> Chairwoman Goularr questioned-the Finance Committee members if they have,any <br /> recommendations on what they feel their position should be going into their meeting <br /> tonrorrow�night-with-the-Selectmen-and School CortimittPe. <br /> There was discussion among the Finance Committee members concerning the procedure <br /> followed-for the override and,the fact that they would have to come back again to.the <br /> Selectmen if the override did not pass and then they could have another election for the <br /> override-Vote. <br /> There was discussion about having two separate overrides—one override for the School and <br /> one override for the Town. <br /> It was also discussed that if the budget is not in balance,they cannot send out the tax bills to <br /> the Town until the budget is in balance,which creates a serious problem. <br /> There was discussion wrong the members of the fact that at Town Meeting someone can <br /> recommend and over-appropriate the school budget figure without an override. <br /> Mr.Golub noted that if the budget is over-appropriated more than what the Town hasp the <br /> ability to raise and appropriate,the following things can happen: <br /> I <br /> Either they have another Town Meting to revise the <br /> appropriations;or,, <br /> The Selectmen can reduce the budgets--they lave <br /> to vote to reduce the budgets;or, <br /> The Selectmen schedule a v to for an override, <br /> If the override passes,you can spend the money--you <br /> have the money to farad the budget. You can go to the <br /> Mate,the Mate approves it,and the tax bilis can be <br /> seat out. <br /> If the over de cues not pass,you cannot send it to.the <br /> State,the Mate won't approve it,you can't semi the tax <br /> bills out. At this point,you have to go back to-Town Meeting <br /> or have another override. <br /> Chairwoman Goutart questioned-if it is a simpte majority on an override or whether is it two- <br /> thirds. Mr. Golub stated that on a Town vote, it is a simple majority;on the appropriation,it <br /> is two-thirds because it is coming out of Stabilization. <br />
