4 <br /> Board of Selectmen <br /> Minutes <br /> April 9, 2018 <br /> APPOINTMENTS & HEARINGS <br /> Public Comment: (continued) <br /> Patricia DeBoer, Superintendent of Schools also made comment on the proposed marquee topic. <br /> Ms. DeBoer distributed comparative handouts reflective of the appearance of the new sign and its <br /> dimensions. Ms. DeBoer indicated the Town is unified, and the School is attempting to make Mashpee, <br /> the best community it can be. It is a goal of the School Department to inform the general public on the <br /> happenings at the public schools, and for safety purposes, this is a great way to display messages for the <br /> benefit of the Town. <br /> Department of Public Works Director Catherine Laurent: <br /> Discussion and Approval of Annual Contract for Operation of the Transfer Station, Hauling of <br /> Recyclables, Tip Fee for Single Stream Recycling: <br /> Catherine Laurent, Director of Public Works recommended the Board award a contract to Gotta Do <br /> Contracting, LLC of Jordan,NY for the daily operation of the Transfer Station which includes the <br /> hauling of recyclables and bulky waste to processing facilities. <br /> In response to advertisement, one bid was received from the current vendor for this service. The <br /> memorandum of April 2, 2018 regarding this topic provides the costs associated to the operation which <br /> represents a 4% increase over fiscal year 2017. The hauling proposal is reflective of an increase of <br /> approximately 3.5% over last year. <br /> Discussion followed with respect to the fluctuating recycling market and single stream tip fee increases. <br /> Towns in the State of Massachusetts are mandated to recycle, and are subject to fines if this <br /> requirement is not adhered to. <br /> It was agreed the Town of Mashpee would further review alternatives for the operation of the Transfer <br /> Station for FY2020. Currently, the Town does not have the personnel nor own the equipment needed <br /> for operation and hauling,therefore contracting for this service is necessary. <br /> Motion made by Selectman Gottlieb to approve the Annual Contract for the Operation of the <br /> Transfer Station, Hauling of Recyclables, and Tip Fee for Single Stream Recycling with Gotta Do <br /> Contracting, LLC as recommended. <br /> Motion seconded by Selectman Cotton. <br /> VOTE: Unanimous. 5-4. <br /> Roll Call Vote: <br /> Selectman O'Hara,yes Selectman Cotton,yes Selectman Sherman,yes <br /> Selectman Cahalane,yes Selectman Gottlieb,yes Opposed, none <br />
