5 <br /> Board of Selectmen <br /> Minutes <br /> February 12, 2018 <br /> APPOINTMENTS & HEARINGS <br /> Presentation of the FY 2019 Cape Cod Technical High School Budget- Superintendent Robert <br /> Sanborn; (continued) <br /> In considering enrollment and other factors in the budget as the district moves forward with the <br /> construction of a new vocational school, Superintendent Sanborn gave an overhead presentation <br /> highlighting the costs associated to the budget including new school construction costs. In the draft <br /> assessment, ll ashpee's contribution in FYI 9 is $1,0 8 8,3 99 which is reflective of a 4.1% reduction <br /> f-om fiscal year 2018. (enclosure) <br /> In concern to the high cost per pupil and the decline in enrollment, action is being taken to eliminate <br /> twop rograms. Two salaries have also been removed f-om the budget and with the construction of a <br /> new school capital costs have been reduced. However,the new school building is being designed to <br /> educate 650 students. <br /> In October of 2018, a district-wide election is scheduled with the twelve member towns to authorize <br /> the app appropriation riation of funding for costs associated to the construction of a new district high school., The <br /> assessment for each member district is based on the percentage of enrollment. Payments would thus <br /> vary thu•ough a yearly per pupil enrollment assessment. <br /> It is projected the district would receive MSBA grant funding in the amount of 45.45%for eligible and <br /> approved project costs. As a result, it is anticipated the net principal amount of this debt allocable to <br /> the Town of Mashpee is $8,215,299, exclusive of interest. The first repayment is due in fiscal year <br /> 2020 in November of 2019. <br /> uerintendent Sanborn indicated there may be a 7 million bon•owing bond at the end of the project <br /> p <br /> if favorable construction bids are not received, <br /> OLD BUSINESS <br /> Discussion and Aroval of Extension of Memorandum of Understanding between the Mashpee <br /> Wampanoag Tribe and the Town of Mashme for the Provision of Fire Protection and Emerge <br /> Medical Services and Law Enforcement Mutual Aid Assistance: <br /> Previously, the Board of Selectmen voted to extend the Memorandum of Understanding between the <br /> Mashpee Wampanoag Tribe and the Town of Mashpee for the provision of Fire Protection and <br /> Emergency Medical Services and.Law Enforcement Mutual Aid Assistance to February 28, 2018 with <br /> the contingency that a j-pint meeting be held prior to February 28, 201 . <br /> With conflicting schedules, it has been difficult to arrange ajoint meeting between the Town and Tribe <br /> p y <br /> prior to the February 8, 2018 deadline. To move forward in the matter of public safety, the Board of <br /> Selectmen Chairman reconunended the Board extend the MOU through the remainder of the calendar <br /> year. There was frustration amongst some of the members. However, the Board of Selectmen agreed <br /> to act on this matter accordingly. <br />
