Michael Ball, Wetland Scientist/Regulatory consultant Marsh flatters Environmental, <br /> represented the applicant. He explained the proposed project consists of the construction <br /> of a three bedroom home with garage, paved driveway and sewerage-system and <br /> landscaping. He stated the area was previously altered and regrowth of the area has <br /> occurred. He noted they have submitted a reprised plan adjusting lawn area and reduced <br /> the amount of alterations in the riverfront area., He reviewed the area on the plan provided. <br /> The Agent showed the location of the property. He said the property is comprised of <br /> emergent pine saplings. He reviewed regulation 33 where it is stated where riverfront <br /> area exists a minimum of 100 feet of natural vegetation must be left undisturbed. He said <br /> that the 100 foot setback is maintained on this property and meets the standards for <br /> riverfront. The septic system will be installed as far away from the river and as close to the <br /> road as they can get. He pointed out that 100 foot or the inner riparian zone must be left <br /> undisturbed as part of this project. He reviewed the <br /> updated plan as requested at the January 11 hearing which included a mitigation plan and <br /> elevation changes under the deck and the grades on the driveway and the steepness of <br /> the hank pathway. He noted the well was designed to handle the runoff from the house. <br /> The Commissioners noted the changes in the grade were .Wade as they asked for as well <br /> as the stairs ging down to the pond. <br /> The Agent clarified the dock at the bottom is a permanent platform and said given the <br /> steepness of the bank it is appropriate to have a platform rather than a float. The Agent <br /> noted the Commissioners could add a condition that would alloiw the Commission to <br /> require mitigation measures if runoff becomes an issue. <br /> The Agent reminded the Commissioners they are asking for a waiver from the .mitigation <br /> standards and he suggested having the 3 year monitoring condition extended to four years <br /> in this case to make sure the .mitigation thrives. He said we could also add in a condition <br /> that would allow the Commission to require offset measures if the runoff becomes an <br /> -issue, We could have them come in with additional measures should any performance <br /> standards be violated. <br />
