Toni Bunker, BSS Engineering, represented the applicants. He-said this is a request to amend the <br /> Order of conditions 43-2855 for Garrison Development to construct a single family house at 17 <br /> Alma Road, Mashpee, and ilia. He stated they are proposing to construct a single family three <br /> bedroom house and install a new Title v septic system. The house will be located as far away <br /> from the wetland resource areas as possible. The 50} naturally vegetated buffer to the coastal <br /> Bank and '100' from the wetland are maintained. The driveway will be constructed halfway <br /> between the two isolated wetlands on the abutting lets to preserve the naturally vegetated buffer <br /> strip. There is no work proposed within 100' of the wetland. There will be drywells installed for <br /> road runoff, <br /> The Agent suggested putting in a condition,that any future landscaping isn't going to go beyond the <br /> work limit. Any activities in those areas could be subject to jurisdiction. <br /> No comment from the public <br /> Lotion: Mr. sweet moved to approve the Amended order of c o'n tuitions, seconded by.Mr. <br /> Smith, vote unanimous -o <br /> 6:15 Horsley Witten Group (Applicant) 960 Falmouth Road. Proposed feasibility study for a <br /> wetland resource delineation determination. owners of record Mashpee Affordable <br /> Housing Trust and Town of Mashpee. RCCA <br /> Resource Areas: Buffer Zone to Inland Bank, LSCSF <br /> Army Ball, Horsley Witten, stated they are filing on behalf of the Town of Mashpee a Request for <br /> Determination of Applicability on the presence of a perennial stream. She said this is an important <br /> component in the feasibility and planning of this property. she said it is their determination that this <br /> is not a perennial stream. The applicant is seeping a determination that this,is not perennial but.a <br /> former cranberry operation. The request is part of a feasibility study to determine the future use of <br /> these parcels by the Town. The photos provided were reviewed. , <br /> The Agent stated he reviewed the report from Horsley Witten and also went out to the site. He <br /> said it is definitely a man-made ditch and when he gent out it was bone dry. Everything has been <br /> in accordance with the Wetlands Protection Act as far as raking that determination on the criteria <br /> involved to assess whether or not a stream is perennial and has been followed to the letter. He <br /> recommended a negative-determination as far as the designation being nor -perennial. <br /> No comment from the public <br /> Motion: Mr. smith moved a Negative Determination, seconded by Mr. sweet. vote <br /> unanimous 5-0 <br /> 6:18 Barry and Janet E. I rock, Trustees, 4 cross street Proposed Septic System Upgrade <br /> and Mitigation Plantings to address wetlands violation. FDA <br /> Resource Areas: Buffer Zone to coastal Bank, LSCSF <br /> Matt costa, cape and Island Design, represented the applicants. He stated the proposed project <br /> is to install a new Title v septic system. The existing system has failed. All the work is outside of <br /> the 100' buffer zone. Mr. costa stated they are all proposing to install mitigation plantings for the <br /> cutting of overgrown trees/bushes that were abutting the house without a permit. He noted they <br /> have submitted the septic design to the Board of Health. They are proposing mitigation plantings <br /> at the top of the bank because that is an area where we want to make sure the bank is stabilized. <br /> The plantings proposed will be bayberry bushes but are open to feedback on the typo of mitigation. <br />
