finance Committee February 22,2000 <br /> BUDGET REVIEW: HELENE DEFOE,LIBRARY <br /> Vis.Helene DeFoe,Library Director,was present to review the Fiscal Year 2001 Budget for <br /> the Library Department. In addition,Library Trustees and]Building Committee members <br /> were present. <br /> Ms. DeFoe distributed the Mashpee Library Newsletter"The Preface"to the Finance <br /> Committee members. In addition,she distributed a copy of letter from the Board of Library <br /> Commissioners urging support for the Board's legislative and budgetary priorities for the <br /> coming year. She noted that attached to this letter is a listing of the 76 lues planning a <br /> new or renovated public library facility in anticipation of renewed funding for the <br /> Massachusetts Public Library Construction Program. She noted that the last time they did <br /> this funding,it was 33%;however,it could be as high as %. Ms.DeFoe sued that they <br /> want to be ready as soon as this is announced that it is available so they can get their <br /> application in, <br /> Ms.DeFoe said that they would like to have an Article on October Town Meeting funding <br /> this. <br /> Nis.DeFoe stated that if they are not ready and do not go ahead,they may be eliminated out <br /> of the whole process. <br /> She noted that they are in the middle of the feasibility study right now to firm up what they <br /> are doing. The study started the beginning of January and they are hoping that it is done <br /> sometime in April. They will be doing a couple of forums as they get closer. <br /> She stated that their building is very undersized and is not meeting the needs of the <br /> community any longer. They are looking for a building in the neighborhood of 15,000 to <br /> 16,000 see feet. Right now,their building has 5,200 square feet. She noted that ix the <br /> feasibility study,they are also looking into whether they can put the library on one floor and <br /> still have sufficient parting or nether they have to go to two floors. <br /> Ms.DeFoe commented that they would also be looping to doing some fund raring because <br /> shy always envisioned this as a package—some landing raising,some town funds,and some <br /> state funds. <br /> Ms.DeFoe said that the study will tell how big the building needs to be to do what they need <br /> o do and how much it is going to cost. She added that there will be a number of options. <br /> From the study,they will have schematic drawings,which is one of the requirements to apply <br /> for the grant. Ms.DeFoe noted that est,they will have to have an Article authom* m* g going <br /> forward with the project. Second,once they apply for the grant and it is approved,they will <br /> have to have an Article saying the Town has accepted the Grant. Ms.1 DeFoe commented that <br /> ba&in the mid-80"s,Ma hpee had a grant and the voters turned it clown. Therefore,there is <br /> a lot of education involved, <br /> Ms.DeFoe noted that ten gears ago,their circulation was 39,000 items per yea and it is now <br /> over 100,000 items per year. <br /> Mrs.Goulart questioned what they see as being the figure for the cost of the new Library. <br /> Ms.DeFo stated that they have list d$1,900,000 in Capital Outlay for the new building. <br /> 4 <br />
