The hie <br /> read the FBI report,released October,2000,stating that regionally the law enforcement employees rate is 3.8 <br /> per 1000 inhabitants in the Northeast and he used the employee rate of 2, Using that figure makes the <br /> dispatchable officers munbr even higher,which he can use as a compare on and can use in conjunction with <br /> other things,such as number of caUs per service,policing philosophy,what does community really want. Chief <br /> Cooper said there is a good chance that overtime will be reduced with 2 new police officers,especia. y vacation <br /> and sick time category will be reduce. <br /> Discussion followed regarding more productive overtime. Dcan Arden questioned the big jump from 2000 to <br /> 2001 in management overtime. The Chief said that was buyout of former Chief and he made adjustment for <br /> that. Chairman Arden asked Chief Cooper what he thought about policing the Town of Mashpee. The Chief <br /> said they have a situation where they have a lot of people in the sura er,they do not have a community like <br /> other areas of the state. They have a culturAy divers community and experience a lot of things people lose <br /> sight o . <br /> Fred Blythe brought up the Board's concern in the purchase of dress uniforms and asked the Chief for <br /> justification for spending$30,000 for uniforms. The Chief said they have not had dress uniforms in 25 years. <br /> In community policing it is important that the town showcase its police. 1t is as important as a footbal.1 team,it <br /> adds to spirit of the cormnumty. Jeff Arnold asked how often a year the officers wilI use these uniforms. Chief <br /> Cooper said any events police officers are present,Vetcrans Day,Memorial Day,at the Goch Center,and <br /> definitely would like to see officers wear uniforms there. Carlton Meredith said in matron to value to force <br /> and pride also has to be a value to the'gown that is commcnsumte. The Town has to see police officers wrath <br /> great pride and the value to the Town significant enough to make that expenditure. Maryanne Gibbs noted it <br /> i <br /> promotes professionalism. <br /> Jiro Morgan said how the Cluef spends his budget under the guidelines of the town is up to hire. They met with <br /> the School Dqpartment and asked them to cut their budget by 21P/asomewhcre between$15.6 million budget <br /> they arc asking for and$15.1 million the Sel c men are supporting. 1f they asked the Police Dcpartment to take <br /> the same bite as the School Department it would corne down to$28,700,which they need,back to keep in line <br /> with everyone else and would be cost of uniforms. Dison followed regarding splitting purchase o <br /> uniforms over two year period. Chief Cooper said he could do that,it would bc paid in two fiscal years but they <br /> would get the uniforms at approximately the samc time. <br /> Jeff Arnold discussed gas and taxes figure of$54,000,,he thought it is a lot of money. Chief Cooper said he uses <br /> close to 75-80 tires every year,at about$65 per tire. On the gas question,the cost with tax is$1.56, without <br /> taxi$1.38 per gallon,and he budgeted for$1.42. Jeff Arnold said the best he could come up with is$30,000 for <br /> oil changes,fuel,and tires. He felt$54,000 is a lot of money,and asked if they can reduce some. Maybe he <br /> can take another look and ovine back and say if he can or cannot reduce. Maryame Gibbs asked the Clucf if <br /> union contracts were up in.lune and he said they would be negotiating the next few months. <br /> The Board thanked Chief Cooper and Officer Todino for coming to the meeting saying they diel a great job <br /> preparing the budget. <br /> Carlton Meredith said he had made motion to approve the Police Department budget of$2,764,,800 representing <br /> a 3%increase over last year,and it was seconded and put on the table. <br /> Dianne Rommelmeyer,Town Accountant,informed the Board that she had.a budget figure of $2,718,959 for <br /> the Police Department,revised as of 2122/01. She felt her figure was correct but will ask Chief Cooper to review <br />
