MASHPEE.FTN -++COMMITTEE MINUTES TTUESDAY, S 1 U SDA ,ARIL 179 2001 Present: Chaff ian Dean Arden .teff Arnold,Maryanne Gibbs, Carlton Meredith,.dames Morgan _ Absent: Fred Blythe, Steve Cashman Also Present: Debbie Dani,Town Clerk . CALL TO ORDER: The meeting was called to order by Chairman Dean Arden at 7:05 p.m.,at the Maslipee Town Hall,Meeting .Room#1. REQUEST FOR TRANSFER FROM RESERVE FUND TO ELECTION EXPENSE ACCOUNT: request for a transfer from the Reserve Bund to the Election Expense Account in the amount o $1,000 was received from the Town Clerk to pay,for costs related to the upcoming May 12, 2001 Annual Town flection. Debbie Dani,Town Clerk,explained to the Committee that she was previously allowed to pay for balance of election expenses out of the Town Clerk.sick of house. She is looking at$1,400 for printing of ballot, $500-600 for bills. There are two sets of accounts,one pays for election expenses and the other pays for everything else. The$4,000 basically pays for one election afid census. Carlton Meredith made notion to approve the transfer of$1,000 to the Election Expense Account_ Seconded by Maryanne Gibbs Voted— -0—Unanimous REOUEST FOR TRANSFER FROM RESERVE FUND TO TOWN DIT ACCOUNT: A request for a transfer from the Reserve Fund to the Town Audit Amount was received from the Town Acco itant the amount of$59500 for a special audit of cash and receivables in the Treasurer Tax Collector's Office. The Treasurer/Tax Collector is retiring on May 11,2001 and per M.G.L.an audit is required. Carlton Meredith made motion to approve the transfer of$5,500 to the Town Audit Account.' Seconded by Jeff Ar old. Voted— -0—Unanimous DISCUSSION OF THE LIBRARY TOWN MEETING ARTICLE: Maryanne Gibbs gave a report on her research of Article 19,the Library Construction Grant. She handed out a plan of the building and said she was most impressed with multi--purpose meeting rooms with separate entrance. She got a copy of the grant and said Helene chid an outstanding job in writing the grant. The Committee discussed applying for the grant without a design. Ms. Gibbs said the plan is the design and the grant requires a Town Meeting vote before disbursement of the grant. The grant is worth$2.5 million. She was told that there was.a building committee that net and someone from the Commons diff sit in on the meetings. She further explained that the Town is ultimately responsible for bonding the$2.5 Milliun grant. To apply for the grant a pian for 20 years has to be shown. Jim Morgan proposed that the Finance Committee move to take no position on Article 1 . Jeff`Arnold seconded. Voted 4-1 Arden,Arnold,Meredith,Morgan—Approved Gibbs—opposed.
