As the quorum was not reached, Mr. mina <br /> noted that no actions would be taken, and a follow-up meeting would be held just prior to the October <br /> Town Meeting. <br /> NEW BUSINESS <br /> October Town Meeting Articles <br /> Committee heard presentations regarding recommendations made on warrant articles. <br /> Chief Baker spoke for Town Administrator Joyce Mason to indicate all.articles placed on <br /> meeting warrant have been presented to and supported by the selectmen. He noted the <br /> availability of additional free cash to the town and a recent debt restructuring. <br /> Human Resources <br /> Article 4--Cost ofLiving Increasefor P.A.P Employees <br /> • Ms. Farren detailed the 2% cost of living increase for non-union employees. Action would <br /> parallel the 'increase given to union employees. <br /> • Ms. McDonough questioned why this amount was not forecasted and presented at the <br /> previous Town Meeting. Ms. Farren said the percentage is determined by union contracts <br /> which are not negotiated in time for presentation on the spring warrant:. <br /> • .fir. Avis requested a list ofpay rates to compare with union pay scales; FIs. Farren agreed <br /> to provide this information. <br /> Article 16—Salmi Consultant study <br /> ■ Ms. Farren outlined the creed for a study to compare municipal salaries with other towns. <br /> ■ Ms. McDonough asked if this study is outside the scope of her position. Ills. Fen <br /> indicated that the research and analysis of the information could not be performed by her <br /> department. <br /> Article 17--Adjustment to Salary,steps in P.A.P. <br /> ■ Ms. Farren explained how this adjustment would bring the town's P.A.P. employee pay <br /> scales in line with other town pay scales. <br />
