Joyce Mason noted that some of this funding would be used for acquisition. This <br /> account would be greatly restricted as to what it could be used for. Bob Hutchinson <br /> asked if it could be used for water pollution and Joyce Mason indicated that it could <br /> not. Bob Hutchinson voiced concern that he would not want this money restricted in <br /> a way that would not be in the best interest of the Toon. Torn Tudala clarified that <br /> property was bought with fifty eight percent % funding and this is the reason that <br /> any Bands raised would have to do with conservation only, and be restricted. This <br /> was an agreement with the Mate in order to obtain the grant. <br /> Chuck Gasior moved to approve ARTICLE IXChuck Gasior seconded the <br /> motion, all were in favor,no further discussion, Approved. <br /> ARTICLE X. Article X concerns the transfer of Ten Thousand Dollars <br /> ($10,000.00)from the AFCEE Cranberry Reimbursement Account to the Bog <br /> Maintenance and Improvement Account. Chris Avis voiced that here 'is over one <br /> Hundred Thousand Dollars($100,000.00) funded to maintain the bogs, and inquired <br /> as to why another person has to be paid in addition to discuss the maintenance. Joyce <br /> Mason stated that the reason is supervision. <br /> Chuck Gasior moved to amrove ARTICLE X.Bob Hutchinson approved, <br /> Chug Gasior seconded. Lynda Carroll avvroved. Chas Avis was not in favor. <br /> Three Q-to onefl).in favor.Approved. <br /> ARTICLE XI—XVII, Articles Xl—XVII concerns the Community Preservation <br /> Fund. Chuck Gasior introduced Selectman, Wayne Taylor. Articles XI-XVII are <br /> regarding the preservation act. Wayne stated that they put together an application for <br /> funds that can be used for affordable housmng,preservation,recreation, open space. <br /> The application is ava*fable in the Selectmen's Office. The funds have to be applied <br /> for by May I t for the October Town Meeting, or November ember 1't, for the My Town <br /> Meeting. Wayne Taylor is enthusiastic about the funds that are available. Chuck <br /> Gasior noted that the act vent into effect July 1,2005 and involved a three percent <br /> on property assessments which was matched by the State. The amount that was <br /> raised through the Mate and Town was I.86 million. The money has to be allocated <br /> for specific purposes, one of which is open space, second is historic resources, and <br /> thirdly, recreation land and affordable housing. Prior to the Town adopting the <br /> Community Preservation Act,there was the Cape Cott Lad Bank which the Town <br /> had adopted Prior to that. The Tern was assessing property at three 3 Percent. <br /> Where were some funds left over from the Land Bank, which have been transferred <br /> into the Community Preservation Account. The account novo has 3.3 million dollars. <br /> In the last year, the Town has received 1.8 million dollars. Chuck asked if the <br /> Community Preservation Conunittee reviewed the applications and is making <br /> recommendation for approval for of certain projects. Article XI is for approval for <br /> expansion for recreation in the amount of One Hundred Ninety Two Thousand Five <br /> Hundred Dollars $132,500.00). There will be a couple new soccer and baseball <br /> fields,and there is between six hundred to eight hundred children that use these <br /> fields. Chris Avis and Joyce Mason discussed the 1.8 million dollars that came in this <br />
