Article XFX is regarding continued participation of the Town in <br /> the Community Septic Management Program and the Massachusetts water Pollution <br /> Abatement Trust. Joyce Mason stated that the Board of Selectmen recommended <br /> approval of this Article. <br /> Chuck Gasior moved to a rove ARTICLE XJX Bob Hutchinson approved, <br /> Chris Avis seconded all were in favor,no further discussion. Approved. <br /> ARTICLE XX, Article XX concerns the authorization of the Board of Selectmen t <br /> accept an easement over, upon, under and along property identified as Noisy Dole <br /> Road for poses that the Board ofSelectmen deems to be ire t .e best interest ofthe <br /> Town. Toni Fudala explained the purpose of the easement to the Finance Committee. <br /> Chuck Gasior roved to approve ARTICLE XXBob Hutchinson anDroved, <br /> Chris Avis seconded,,all were,in favor, no further discussion. Approved. <br /> ARTICLE.XI. Article XXI concerns preventing a Board, Committee or <br /> Commission member from being disqualified as a voting member, if that member is <br /> absent from a single session. The Town would be authorized to set attendance <br /> standards, and the member would be given the opportunity to review an audio or <br /> video recording of the missed session, or the transcript. There was a discussion about <br /> the Miele, and it was pointed out that the absent member would need to submit <br /> written certification regarding his or her review of the audio, video, or transcript of <br /> the meeting. It was also pointed out that this would apply to one 1 missed session.. <br /> Chuck Gasior moved to approve ARTICLE XXIBob Hutchinson approved,,the <br /> motion was seconded all were in favor, no further discussion. AiDBroved. <br /> ARTICLES XXII—XXXI.Articles XXII--XXXI concern the Planning Board. <br /> Chuck Gasior asked if the Finance Committee should vote on them individually, or as <br /> a block. Torn Fudala clarified questions as to why these Articles were being <br /> presented now. Toni Fudala addressed amending the Zoning By-Law; subdivisions; <br /> storm water management by law; update of by-laws; veterinary establishments, ars <br /> Water Quality Report by-lay. Emphasis was placed on the fact that Article XXII and <br /> XXIII would"grandfather"approvals made by the Planning Board in the 1970's. <br /> Article XXv was discussed. Chuck Gasi0or suggested the wording, such as "panel <br /> held"be broadened, rather than restricted. Chris Avis questioned whether or not <br /> there would be a restriction on the size of the company, and number of employees. <br /> Torn Fudala indicated Article XXVIfI would serve to update the water Quality <br /> Report by-law, which is thought to be currently outdated. Torn Fudala noted Article <br /> XXIX would make cluster subdivision mandatory, and give more flexibility to the <br /> Planning Board. Tom Fudala also noted that 1ashpee sloes have valuable <br /> agricultural sails which would benefit from this Article. Chuck Gasior asked Torr <br />
