AL <br /> Keri Patrick and Joyce Mason had a discussion concerning the bogs, and the AFCEE <br /> funds. There was discussion regarding the cranberry bog contracts, and whether they will <br /> be put up for bid. Joyce confirmed that they are due,and would in fact be put out to hid. <br /> It was discussed that here appeared to be-redundancy as far as paying for those who <br /> oversee, and get paid for caring for the bugs. Chris Avis had expressed concern over the <br /> funds that are paid out for the maintenance of the same. <br /> There was also discussion concerning the Town of Mashpee police officer who was out <br /> on a lengthy worker's compensation claim. Joyce Mason stated that she would be unable <br /> to answer any questions, or make any comments due to the fact that this was also <br /> currently in litigation. <br /> Joyce Mason noted to the Prance Committee members that the Town had ahiring <br /> freeze. Chris Avis and Bob Hutchinson had questions about the freeze and asked Joyce <br /> to elaborate further. Joyce Mason stated that the Town"would not be adding any new <br /> positions." There was also a brief discussion between Chuck Gasior and Joyce Mason <br /> regarding custodial hires. <br /> Ken Patrick and Joyce Mason discussed prepayment of SPED funding. Where was further <br /> discussion regarding what was spent on school, and the details of the spending. Ken <br /> Patrick mentioned his dissatisfaction with regard to school spending. Ken strongly <br /> expressed that he could not understand the justification of the amount of the school <br /> department's spending, when there were only about two thousand 2000 students the <br /> school system. Chris Avis noted there is an inmmcdite need to clarify fending used to <br /> educate students. Joyce Mason expressed a need to educate the public about spending for <br /> students and the formulas used to determine student spending. It was further discussed, <br /> and questioned, whether Mashpee student spending, and SPED spending is comparable to <br /> educational spending in other toms,and ghat formula other towns use to determine per <br /> student,and per SPED student spending. <br /> Chris.Avis,Joyce Mason and Bob Hutchinson had a lengthy discussion regarding budget <br /> tura backs. Approximately Seven Hundred ($700,000.00) has been returned to the Town. <br /> It was discussed whether there should be an incentive or reward for a tura back. It was <br /> noted that perhaps departments would not be so quick to return unused finds if it was <br /> thought that the department would be penalized and given less funding the next year <br /> (since it has not used all it's funding and returned some funds). Bob Hutchinson <br /> expressed strongly that this needs to be addressed. <br /> Joyce Mason advised the FinCon.Board members that there was a Finance Committee <br /> Member Association which was available to all members of Finance Committees, and <br /> asked if any of Mashpee' Fi nCorn's members would be interested in j oining the <br /> L <br /> 2 <br /> f <br />
