f <br /> 2 <br /> Chris Avis inquired about the reason to dredge a new channel instead of using the 191 <br /> channel,and thought it would be advantageous,and less expensive to use the old channel. <br /> Mr. Bates stated that `Mother nage is driving the charnel through the center of theDelta",. <br /> The last time the old channel was dredged was in the 1940's, and the area to be dredged is <br /> approximately boo feet. Mr. Avis further inquired about a final cost from step one,until the <br /> new channel is dredged, or the 1916 channel is dredged. Mr. Bates stated that it would be <br /> $100,000.00,or less for the permit,dredging is Two Hundred Forty Eight Thousand <br /> ($248,,000.00) Dollars and 00/100, and he would like to go out for bid as soon as possible. <br /> Oskar Klenert noted the projected time factor could make this an expensive project, <br /> questioned if$50,000.00 would be sufficient to cover expenses,and suggested a multiple <br /> dredgmg permit. <br /> Bill.Johnson inquired about"`the drive."behind getting this project completed, if boaters <br /> would pay a fee, and if sand from dredging will be used to shore up the shoreline and <br /> beaches,primarily Popponesset Spit. lair. Bates stated the reason behind the project is to <br /> allow boaters to get to the ocean. Mr. Johnson expressed concern over cost,especially for <br /> those that Will not directly benefit from this project. <br /> Funding comes from one-half boat excise tax, and mooring fees. Mooring fees have been <br /> raised,and allows for thisproject to unfold. Chris Avis expressed concern with spending <br /> half a million dollars on this project, and Oskar Klenert was concerned about projects that <br /> "reach into the packets of the Town". Betterments were suggested by Mr. Klenert. <br /> Position on waterways Articles. Bob Hutchinson moved to sulpRort the transfer in the <br /> amount of d" ft Thousand($50,000,00 Dollars and oo/loo,from available funds as <br /> stated in Article.7, and submitted hl the WaterwPIS Commission. Bill Johnson <br /> seconded. Chris Avis 2BPosed. Oskar lenert abstained. Bill Johnson alpyroved, <br /> Sandra Lindsey aRRroved,.BW Johnson approved. approved. 1 abstained. 1 <br /> opposed, <br /> Discussion of Sewer Costs. Review warrant Articles on Sewer ExMrkditures. Bob <br /> Hutchinson moved to table Article 11. Oskar Klenert seconded.All were ill favor. 5-0. <br /> There was brief discussion on votential consequences if this Article is not-approved. <br /> Review Summ@a of FinCom Warrant Analysis. Review Debt Schedule Spreadsheet. <br /> Review Tax Rate Spreadsheet. Chairman Sandra Lindsey has been getting comments <br /> regarding the status of the library, substation, land purchase and high school. The Summary <br /> must be finalized at the next meeting. <br /> Bob Hutchinson moved to use the ro'eeted 11ropgEly tax increase in the tax gate. <br /> Chris Avis seconded. All in favor. Bill Johnson coniniented that the taxpayer wants to <br /> know what"their actual tax payment"is going to be, and whether it will increase, or <br /> decrease. Sandra Lindsey commented that it is impossible to give an average, and"that by <br /> the Charter,we just need to show the leadership of an analysis."
