Minutes of the Finance Committee <br /> September 2,2010, 6:30 p.m.,Mashpee 'down Hall <br /> Meeting called to order at: Chairman of the Finance Committee, Oskar Klenert, called <br /> the meeting to order at 6:30 p.m. at the Mashpee Town Hall. <br /> Present: Roll Call: Chairman Oskar Klenert; vice Chairman Chuck Gasior; Mark Davini, <br /> Robert Chalker; Bill Johnson; George Schmidt (arrival 6--40 p.m.) <br /> Excused: Chris Avis <br /> Others: Joyce Mason <br /> Welcome and Openina Statement: Acknowloge Cottee Members and Municipal Officials <br /> present. Welcome new Qommittee member MarlsDavini. Chairman Oskar Klenert welcomed <br /> the Committee and public to the September 2, 2010 meeting, and took the opportunity to remind <br /> the public that the Finance Committee is not elected,'and serve on the Committee voluntarily. <br /> Committee's purpose is to provide advice on an activity or decision which would raise taxes. The <br /> Committee works for the voters. <br /> There was general discussion on whether Finance Committee should continue membership in the <br /> Association of Finance Committees, at an annual fee of$200.00 per year. Mark Davini. inquires <br /> whether there are other costs involved, including.travel to meetings and/or workshops. Bill <br /> Johnson questioned whether it involves more than receipt of newsletters. <br /> Vacancy has been filled for the CoA. Joyce Mason and Committee discussed the strong <br /> response to the available positions. Where were 65 applicants for CA position, and 105 <br /> applicants for a clerk position which was available with the Fire Department. <br /> Construction of Improvements. Bettennent Assessment. This 's the final step of the process in <br /> assessing the"betterment" of a project. Joyce Mason confirmed that this cost is"outside of your <br /> .taxes." <br /> Engineering subcontractor for the Town to prepare an application for a loan in the amount o <br /> $5,000.00 from the State revolving fund. Stipulation,--loan would be eligible under the"green <br /> designation". Loan eventually would be forgiven. Purpose is to remove nitrogen from the <br /> groundwater before it-becomes a more serious issue for the Town. <br /> Fire Dispatch Center. General information. Dispatch Center will cost the Town,laxly 1, 2010 <br /> through July 1, 2011,just over $65,000.00. Joyce Mason provided additional information on this <br /> dispatch service. It is fax less costly to the Town than having additional positions as dispatchers, <br /> which would include salary and benefits. Use of an ambulance could result in a cost to an <br /> individual. The uninsured or underinsured can-apply for.a waiver, <br /> I.
