New Business* Discussion of Town Meeting warrant Articles. <br /> Article 1 —HOLD (allows for payment of FY201 o bil is received after the close of the fiscal <br /> year). Joyce Mason stated that she does not expect any significant bills will be received at <br /> this time. <br /> Article 2—HOLD (shortfall in FY201 1 budget). Joyce Mason 'is confident the shortfall will <br /> be covered without the need for use of free cash or employee reduction. Ms. Mason noted a <br /> significant reduction in Chapter 70 funding. <br /> Article 3 (establishes use of stabilization fund). vice Chairman Chuck Gasior discussed a <br /> Petition Article from last year requesting use of the-stabilization fund towards operating <br /> expenses. Joyce Mason indicated that this Article would limit this fund to its "original <br /> intent" C'extraordinary or unforeseen" circumstances). vice Chairman Gasior expressed <br /> much concern over the verbiage of this Article, specifically,, "acquiring Town owned <br /> property". Ms. Mason will refer this Article back to Town Counsel for clarification. <br /> Article 4 (transferring$12,240 from Interest T mp r-ary Borrowing Inside 2 1/ Account to <br /> Interest Temporary Borrowing outside 2 ' . Joyce Mason clarified the rationale behind this <br /> transfer, <br /> Article (creates two new part time positions at the Library). Article allows for creation of <br /> positions only. Positions will not be funded at this time. <br /> Article 6 (creates a full time position at the Library. Article allows for creation of position <br /> only. Position will not be funded at this time. Bill Johnson expressed concern on both Article <br /> and Article 6, inquiring why positions would be created if the funding was not yet <br /> available. Joyce Mason stated that the Board recommended approval of these positions, 5-0. <br /> There was additional general discussion regarding these Articles between Vice Chairman <br /> Gasior and Mr. Johnson. lir. Davini further was concerned that additional.requests for <br /> positions would be made next year. George Schmidt raised the issue of""no new Hires" and <br /> inquired how these positions fit.into this present situation. Oskar Klenrt stated the public <br /> needs to know the number of libraries that-are in use at this time, and the operating cost of <br /> the same. Robert Chalker noted that the School libraries are not open to the public and are <br /> for use by the students only. Robert Chalker would like to know the number of employees <br /> that are currently working at the library, and what the cost is to the Town. George Schmidt <br /> will follow up as liaison to the Public Library. <br /> Article 7. (seeks to set aside 10% of the estimated Con nunxty Preservation funds for open <br /> space, historic resources and affordable housing) vice Chairman Gasior provided general <br /> overview of this Article. <br /> Article 8. (authorization to convert private way to a public way). '"Dice Chairman Gasior <br /> provided general overview of this Article. Board of Selectmen would be.able to convert <br /> private road to public road for the purpose of safety. Some roads are impassable in the winter <br /> season. Vice Chairman Gasior specifically discussed Cape Dfive. Conversion is a two step <br /> process. Step one is.a survey, and step two is assessment-and costs. Bill Johnson-strongly <br /> urged verbiage in the Article indicating that the taxpayers are aware this will not cost them <br /> additional funds. George Schmidt inquired about the -2 vote and the reason for the <br /> oppositions. <br /> Article 9. (zoning by-law which would give the Board authority to allow undersized lots to <br /> be served by a private wastewater treatment facility, under terms set in the project's Special <br /> Permit). Bob Chalker stated he met with Worn Fudala and provided general information and <br /> 11110/2010 2 <br />
